Description
COMPACT EXCAVATOR 1. GENERAL: The basic unit required under these specifications is of the rubber track, compact excavators in the range of 5,000 to 7,000 lb. gross weight, height 7’-10” to 8’-6”, width 4’-6” to 5’. Gross weight includes standard counter weights. Normal fuel, lubricants and cooling system liquids are permissible. 2. ENGINE: The engine shall be the manufacturer's current standard production model. The engine shall be water cooled or air cooled, diesel with a minimum gross horsepower rating of 17 to 27 horsepower. The engine shall also be equipped with a cold weather super glow pre-heater. 3. TRANSMISSION: The transmission shall be hydro static and shall have two (2) speeds forward (high), forward (low), and one (1) reverse. The trencher shall be capable of transit speeds of at least 1 to 3 miles per hour. 4. UNDERCARRIAGE: Track length 4 to 5 feet, overall width 4 to 5 feet, and rubber track 9 to 12 inches. The excavator shall have the following features: • Each track frame supported by a minimum of 3 or 4 rollers • Permanently lubricated rollers • Heavy duty dozer blade with a minimum width of 4.5 feet to 5 feet • Heavy plate guard to protect the dozer blade cylinder from falling objects and blade overflow • Maximum dozer blade height of 1 to 2 feet • Maximum ground pressure 4 psi to 5 psi 5. FRAME: The frame shall be of steel construction. 6. CAB The cab shall be a standard 4 post ROPS with hand rails and a 6 way adjustable suspension seat w/seat belt. 7. ATTACHMENT: (Attachment 1) shall be a Hydraulic Hammer attachment it shall be detachable to permit use of other attachments. Energy class for the hydraulic Hammer shall have a range of 400 to 500 ft-lbs. (Attachment 2) shall be a 9-inch auger. 8. DIGGING BOOM: The digging boom shall be of reinforced square tubular steel and capable of digging a maximum vertical digging depth of 7 to 10 feet. Boom shall swing a minimum of 50 degrees left and 50 degrees right. The excavator shall have a heavy-duty bucket with a width of 18”. 6. STANDARD EQUIPMENT: The basic unit shall have the following standard equipment: vacuum gauge, hour meter, foot throttle, hand throttle, variable digging speed control, ammeter, oil pressure gauge, cylinder head high temperature cut off switch, oil filter, heavy duty dry type air filter, key type starting switch. 7. SAFETY FEATURES: All hoses, hydraulic cylinders, fast moving belts, and machine controls shall be enclosed in heavy gauge steel cowlings. A covered rollover protective structure that meets or exceeds OSHA requirements must be provided. 8. BACKFILL BLADE ATTACHMENT: Backfill blade shall be a 6 way blade with a maximum angle of 34.5 . Maximum length shall be 80.7" with 16.1" minimum height. Blade lift above ground shall be at least 19.1 with a minimum depth of cut of 3.1”. 9. FINISH: All surfaces exposed to the weather, other than corrosion resistant polished surfaces or trim, shall be suitably primed, undercoated and finish painted in manufacturer's standard color. 10. MANUFACTURER'S IDENTIFICATION: A name plate indicating the manufacturer, model number and serial number of the equipment shall be attached in a conspicuous location in or on the equipment. 11. SPARE PARTS, MAINTENANCE TOOLS AND ACCESSORIES: The successful bidder shall supply the U. S. Public Health Service at the destination specified in the Invitation, one (1) copy of the parts manual, one (1) copy shop manual, and one (1) copy of operators manual. All copies shall be in English. 12. SERVICE: The Contractor shall furnish the Government at no extra cost the services of a fully qualified, trained mechanic or serviceman for the initial delivery of the equipment at delivery point. It is required that under his supervision and responsibility the compact excavator be completely adjusted, all equipment installed, completely lubricated with grade of lubricant recommended by the manufacturer, battery fully charged and made ready for continuous operation. The cooling system shall be filled to the proper operating level with suitable, noncorrosive, nonevaporating solution with a minimum freezing point of 30 degrees F. In addition, the Government's operator shall be instructed in the proper operation and maintenance of the machine. The Contractor shall also furnish a minimum of one free follow up service call which will consist of the following: • Check all fluids • Change oil and oil filter • Change fuel filter • Check controls • Check for leaks of fluids • Check total operation of equipment (check if equipment is operating correctly) This shall be made by a competent, fully qualified, trained mechanic or serviceman. This service call will be made after the first 1000 hours of the equipment. The Okmulgee field office will deliver the excavator to the vendors location. 13. BIDDER'S WARRANTY: The successful bidder shall warrant the equipment bid on and accepted to meet the requirements specified herein, and against defects in workmanship and materials. The successful bidder shall be required to guarantee the excavator and parts thereof against defective material and workmanship for a period of three years from date of acceptance or 2000 hrs of operating use of excavator. The engine shall be guaranteed for three years or 2000 hrs. The guarantee shall consist of the replacement of defective assemblies of parts, without cost to the Government, F.O.B manufacturer's nearest dealer or branch, or the original destination, whichever is designated by the Government. Upon notice from the Government, the successful bidder shall make prompt replacement of the defective or worn parts. Upon receipt of the defective parts, the Contractor shall promptly advise whether or not he concurs with the defective parts report. If no reply is received within 30 days after delivery of the defective parts to the dealer, branch or manufacturer's plant, it shall be construed to mean that the Contractor accepts liability for the replacement of such parts. The bidder shall certify that the excavator with its allied and/or accessory equipment, and its component units and parts will be suitable for the work to be performed, and it will be constructed to definite standard dimensions, with proper clearances and fits; that previously published or set ratings will not arbitrarily be raised without prior approval of the manufacturer of the actual unit; and further, that the excavator offered will comply in every respect with the terms of these specifications. In the event that the excavator offered does not fully comply with these specifications, the bidder shall state definitely, referring to the proper paragraph of these specifications, wherein the excavator he proposes to furnish does not comply. Where no statement is received, the successful bidder shall be required to meet every requirement of these specifications. 14. DESCRIPTIVE LITERATURE: The Contractor shall supply descriptive literature with the bid that will allow the Government to determine that the excavator offered meets these specifications. 15.
