- FISC Norfolk Detachment Phila intends to solicit on a sole source commercial items basis per FAR part 12, using Simplified Acquisition Procedures per FAR part 13.5 with Rescue Technologies Corporation of Aiea, Hawaii for 7,000 experimental high visibility locating devices. The experimental locating devices are patented and is made of a compact, high strength, bright orange, polyethylene steamer that can be deployed by accident survivors on land or water. The delivery of the experimental streamers will be delivered in five equal lots of 1,400 units, which will start approximately every 30 days from date of award. The experimental streamers will be used by the Naval Submarine Medical Research Laboratory to determine potential use by U.S. Navy. A firm fixed price purchase order is the expected result from this acquisition effort. The NACIS code for this effort is 326199. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of the Clinger Cohen act, interested persons may identify their interest and capability to respond to the requirement or submit proposals.
