- Provide all labor, materials, equipment and supervision for the complete renovation, rehabilitation, and upgrade of the Old Faithful Inn "Old House" section in Phases I and II. The building is located at the Old Faithful Geyser Basin in Yellowstone National Park. The Old Faithful Inn is listed on the National Register of Historic Places and is listed as a National Historic Landmark. The work will be completed on a year around basis with the Inn open to guests during the summer months. All work will have to accommodate these guests. This project will include all of the work needed to complete Phase I and II of the renovation. Both Phase I and Phase II will contain contract options. Phase I work on the Inn will begin on or about October 18, 2004. Notice to proceed will be issued prior to this date to allow for mobilization, and submittal and ordering of materials. Phase I work including options will involve but is not limited to the following: · A year round man camp will be constructed. · The main lobby and corridor floors will be removed and seismic and structural connections installed. · Part of the crawl space will be excavated for a new mechanical room and other spaces in the basement will be renovated for storage. · The lowered lobby floor will be restored around the fireplace. · Log walls will be restored to the lobby and moment frames added to open walls in the dining room and gift shop. · An addition will be added for housekeeping. · The dining room registration, room registration, and activities desks will be relocated and rebuilt · The offices in the east corridor will be restored. · New electrical, plumbing, mechanical, fire suppression and detection systems will also be part of this phase. · The porte-cochere will be rebuilt and renovated. · The Bear Paw (known currently as the Pony Express) and the Old Faithful Tavern (known currently as the Bear Pit) will be renovated. Phase II work will be structured as an option in its entirety and will contain additional options. The option for Phase II is planned to be executed in the spring of 2005 or earlier depending on the passage of the Congressional Appropriations Bill for 2005. It will be required that the contractors agree to honor the negotiated prices, at the time that this option is exercised. This work including options will involve but is not limited to the following: · The continuation of the work in the lobby and east wing of the building. · The second and third floors will be removed and replaced in-kind. · The east wing old house rooms will be renovated. · The lobby shear walls will be upgraded. · New cedar shingle roofs with shear connections will be installed. · The widow's walk will be removed and restored. · The log rafters, ridge logs, and log brackets will be restored or replaced. · The main lobby fireplace and chimney will be restored and strengthened. · The original log flue cribbing will be restored. · The lobby windows will be restored. · New electrical, plumbing, mechanical, fire suppression and detection systems will be part of this phase. The estimated price range of all Phase I and II including all the options is over $10,000,000. The combination of the following factors, listed in descending order of importance, are considered significantly more important than price and will be used to determine the contractor's technical capability. 1) Demonstrated capability of the contractor (including subcontractors) as indicated by qualifications, performance, and planning relative to the restoration and rehabilitation of historic buildings. 2) Key personnel qualifications and experience relative to the restoration and rehabilitation of historic buildings. 3) The contractor's experience (minimum of five years) documenting ten recent successful projects in the area of restoring and rehabilitating historic log buildings similar in scope to this project. 4) Contractor's proposed work plan for completing the project on time, diligently, and safely in accordance with the Government's construction schedule. This work plan shall include a construction schedule, a description of how construction will accommodate the summer Inn guests, and how winter operations will facilitate the transportation of material and workers. 5) The contractor's demonstrated experience in this type of work in locations such as Yellowstone National Park that are remote and subject to extreme and varied weather conditions. The solicitation document will be available both electronically and in hard copy on or about June 2, 2004. The plans and specifications will not be posted electronically but will be provided on a DVD disc. Requests for the solicitation must be in writing. They can be faxed to 307- 344- 2079 or emailed to Mark_Davidson@nps.gov. A pre-bid walk-through of the project will be held on June 8, 2004 beginning at 8:00 a.m. in front of the Inn.
