Description
The Naval Air Warfare Center Weapons Division, Point Mugu CA intends to procure on a competitive basis AN/DSQ-50A Airborne Set, Sensor and Telemetry Downlink units, incidental Engineering and Technical Support Services, incidental Repair Services and Technical Data in accordance with NAWCWD Statement of Work, NAWCWD Performance Specification TGT-TAS-056 and Contract Data Requirement Lists (CDRLs). It is anticipated that this requirement will be awarded during the period November 2004 through February 2005. Contract award will be on either a First Article Require basis or on a First Article Waived Basis. It is planned to award an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with Delivery Order 0001 being issued concurrent with contract award. Delivery Order 0001 will meet the contract’s minimum order requirement. Delivery Orders will be issued over a five-year period with pricing based on five one-year ordering periods. Pricing of the AN/DSQ-50A units shall be on a fixed price basis and pricing for the Engineering and Technical Support Services and Repair Services shall be on a time and material basis. The AN/DSQ-50A is used in conjunction with the AN/GSQ-228A Ground Set to measure miss distance between aerial and surface targets and a missile or 76-mm projectile during high and low altitude (sea clutter, multipath, and JEM lines present) endgame intercepts out to at least 75 feet. The AN/DSQ-50A contains the non-cooperative sensor, telemetry downlink, and when required, encryption support circuitry, and a KGV-68(B) encryptor. The AN/DSQ-50A and AN/GSQ-228A together form the AN/USQ-104 non-cooperative scalar scoring system. The AN/DSQ-50A shall be compatible with the AN/GSQ-228A and the AN/TSM-195A (I-Level) and AN/TSM-196A (O-Level) test sets. The AN/DSQ-50A has two configurations (encrypted and unencrypted versions) under which all scoring requirements shall be met. The encrypted version incorporates encryption support circuitry with a removable KGV-68(B) encryptor. Both AN/DSQ-50A configurations shall be identical in form and fit. The AN/DSQ-50A includes a tunable telemetry transmitter in both D-Band (1435.5 - 1535.5 MHz) and E-Band (2200.5 - 2289.5 MHz) that is modulated by a NRZ-L PCM bit stream. The AN/DSQ-50A includes a pulse Doppler radar sensor with a -20dB emission spectrum within 2417 MHz to 2450 MHz. Six AN/DSQ-50A's shall operate simultaneously using omnidirectional antennas at a minimum distance of 200 feet from each other with no degradation to scoring performance (each AN/DSQ-50A shall be operating on a separate channel). The AN/DSQ-50A radar receiver video output shall be capable of being configured to signal voltage compression factors of 1:1, 2:1, and 4:1. The AN/DSQ-50A radar shall have an adjustable desensitized zone from the radar antenna out to at least 30 feet to minimize the effects of radar reflections from the carrying aerial and surface targets and shall have filtering to reject nearby (30 dB isolation between antennas) D-Band, E-Band, and 1810 - 1850 MHz telemeters. The AN/DSQ-50A telemetry output shall not contain spurs nor phase noise that interferes with nearby (30 dB isolation between antennas) GPS L1 (1575.42 MHz) systems. The maximum weight for the AN/DSQ-50A is 11.25 pounds. For award with First Article Required, Delivery Order 0001 will be for six each First Article Units, one lot First Article Testing, one lot On-Site Flight Test Support and one lot First Article related Technical Data. First Article testing shall be completed and the First Article Test report submitted no later than 395 days after issuance of the order. First Article units shall be delivered no later than 14 days after the Government’s approval of the First Article Test Report. On-Site Flight Test support shall be delivered no later than 180 days after the Government’s approval of the First Article Test Report. First Article related Technical Data shall be delivered as specified in the contract’s CDRLs. For award with First Article Waived, Delivery Order 0001 will be for a minimum of 21 IDIQ production Units and one lot Initial Order Technical Data. Deliver IDIQ production units at a minimum rate of 10 each per month to commence no later than 180 days after issuance of Delivery Order. Deliver Initial Order Technical Data as specified in the contract’s CDRLs. For subsequent IDIQ Delivery Orders, deliver IDIQ production units at a minimum rate of 10 each per month to commence no later than 180 days after issuance of Delivery Order or 30 days after delivery of the last unit on a prior order. Deliver Initial Order Technical Data as specified in the contract’s CDRLs. For the contract: NTE 625 each IDIQ production units, 5 lots Engineering and Technical Support Services, 5 lots Repair Services and one lot (each Delivery Order) IDIQ Order Technical Data. Deliver Engineering and Technical Support Services and Repair Services as specified in individual Delivery Orders. Delivery of all units shall be FOB Destination to Naval Base Ventura County, Point Mugu CA. The solicitation will be issued on or about June 8, 2004and will be available through the 2.0 Contracts Competency home pages at: https://contracts.nawcwd.navy.mil/rfp-nawc.htm. Some portions of the RFP are not available electronically.
