- Description
- The Defense Logistics Agency (DLA), Acquisition Office has a requirement to obtain operation, maintenance, service, repair, construction and minor construction/alteration services for buildings and structures of electrical systems, related components, systems and equipment at the DLA, Andrew T. McNamara Headquarters Complex (HQC, building 2462). The HQC is a five (5) story, 806,000 square foot facility located on approximately 115 acres. In addition to the main building there is the Child Development Center (CDC, building 2468, a one (1) story 24,000 square foot facility), and the Defense Threat Reduction Agency (DTRA, building 2499, a temporary two story 100,000 square foot facility. NOTE: A new DTRA building is currently being constructed and may fall under the purview of this contract upon completion), three (3) guard houses, one (1) outfall structure, one (1) pump house and, one (1) recreation building. The NAICS code for the intended procurement is 238210, size standards $12M, SIC 1731. The Government anticipates issuance of a Full and Open Request for Proposal (RFP). It is anticipated that RFP SP4700-04-R-0008 will be ready for release by the end of May 2004. This procurement is subject to the Service Contract Act and the Davis-Bacon Act, and will include the appropriate Department of Labor Wage Determination. We intend to utilize a combination Firm Fixed Price, Indefinite Quantity Contract. The period of Performance is one (1) Base period from October 1, 2004 through September 30, 2005 with four (4) sequential one (1) year option periods with a total life of sixty (60) months from date of award. The Contractor shall furnish all labor, supervision, tools, materials, equipment, incidental engineering, transportation, and management necessary to perform work in accordance with general craft and industry standards, applicable laws, regulations, codes and Federal specifications As such, the Contractor must possess all licenses required by local, state (Class A Electrical Contractor) and Federal Governments. This work includes, but not limited to the following functional areas; (1) Service Orders; (2) Operation, installation, maintenance, inspection, testing and repair of utilities; (3) Operation, installation, maintenance, inspection, testing and repair of electrical equipment, substations, high voltage switch gear, transformers, and associated systems; (4) Operation, installation, maintenance, inspection, testing and repair of Emergency Generators, Underground Fuel Storage Tanks, Paralleling gear, Automatic Transfer Switches and Uninterruptible Power Supply (UPS) Systems; (5) Operation, installation, maintenance, inspection, programming, testing, and repair of Fire Detection Systems; (6) Operation, installation, maintenance, inspection, programming, testing, and repair of Electronic Security Systems and associated systems; (7) Operation, installation, maintenance, inspection, programming, testing, and repair of Sound Masking and Paging Systems; (8) Operation, installation, maintenance, inspection, testing and repair of Floating Fountain and; (9) Operation, installation, maintenance, inspection, testing, and repair of programmable roadway signs (10), Indefinite Quantity (IQ) work items construction, minor construction/alterations and equipment installation that exceed the scope of a minor work service order less than $25,000 per occurrence. If the Contractor agrees, IQ items in excess of $25,000 may be ordered. The Government’s regular (normal) working hours are 6:00AM to 7:00PM Monday through Friday except (a) Federal Holidays and (b) other days specifically designated by the Contracting Officer. Some work will require the Contractor to work on certain tasks outside normal working hours. Any other work outside normal working hours requires the approval of the Contracting Officer’s Representative. Please be aware that entrance to the facility is controlled.
