Description

The Presidio Trust, a Federal government corporation, is soliciting Statements of Qualifications from environmental remediation construction firms to perform environmental remediation services at the Presidio of San Francisco. The Presidio is a National Park and a National Historic Landmark. Work may include but is not be limited to performing CERCLA and/or petroleum cleanups involving excavation and off-site disposal of contaminated soil and debris (50 cubic yards to 50,000 cubic yards or more) and landfill capping (e.g. low permeable or permeable covers), steep slope excavation and/or crane operations and lake sediment dredging (firms may still respond to this RFQ even if they have no experience in lake sediment dredging). Davis Bacon Act, prevailing wage rates, applies to Trust procurement(s). Minimum requirements include Class A General Engineering License with Hazardous Substances Removal and Remedial Actions Certification; 5 years experience performing environmental remediation construction work; bonding capacity; and certificate of insurance identifying extent and form of general liability, automobile liability, workers’ compensation, and pollution liability insurance coverage. Through this RFQ process, the Trust may pre-qualify one or more environmental remediation construction services firms. Submittals will be evaluated based upon criteria set forth in the Request for Qualifications (RFQ), including but not limited to: (a) specialized experience and local (Northern California) specialized experience applicable to anticipated projects; (b) demonstrated ability; and (c) record of past performance including references. Telephone requests will not be accepted. RFQ should be available approximately May 18, 2004 and submittals due approximately June 22, 2004. DATES ARE TENTATIVE AND SUBJECT TO CHANGE. Qualified small businesses including small disadvantaged businesses, minority-owned and women-owned small businesses are encouraged to respond. The Trust strongly encourages prime contractors to utilize small businesses, HUBZone SBCs, SDBs, and women-owned small businesses to the fullest extent consistent with efficient contract performance. The NAICS code for this procurement is 562910 (Small Business is 500 employees or less). The Presidio Trust is a wholly owned federal government corporation and is not subject to the Federal Acquisition Regulation (FAR).
