Description
The General Services Administration is requesting comments from parties interested in supplying renewable energy certificates (RECs) to GSA facilities from renewable generation sources in various states. The area of primary focus would be for GSA facilities in deregulated electricity markets. The contracting approach presented for comment attempts to satisfy several goals simultaneously. Those goals are to purchase renewable energy for GSA via RECs; to provide stable pricing for REC suppliers; and to protect GSA from significant increases in electric commodity prices during the term of the contract. The proposed contract term is ten (10) years, but shorter contract terms would be possible. A priced ten (10) year option term could also be considered. GSA envisions the proposed contracting structure working with both new and existing renewable resources. In particular, GSA is looking for comments regarding the proposed pricing structure. While PJM pricing points are referenced, other transparent pricing points in New England and New York could be used. GSA also is interested in any optimum size for procurements of this sort (i.e. 50,000,000 kWh annual requirements for instance). GSA envisions a competitive negotiated Request for Proposal (RFP) procurement method conducted in accordance with Part 12 (Commercial Item) of the FAR. GSA plans to conduct procurements of this sort on an unrestricted basis. The NAICS Code for this procurement would be 221119.
