Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ)] for MOSFET Power Control Modules, 12 ea., per the following specifications: 1. MOSFET Power Control Module – General Requirements: • Type: Shall use MOSFET power control devices to limit load current. • Use: Shall be for use at 270 Vdc per MIL-STD-704E. • Maximum Breakdown Voltage: Shall be at least 900 Vdc. • Maximum Steady-State Voltage Drop: Shall not exceed 1.8 volts at 60 amperes and 25oC. 1.1. Module Characteristics: • Power Control: Module shall limit current from any overload or short circuit to the value specified by an adjustable set-point. Module shall continue to current limit until it is commanded to de-energize, the overload or short circuit current subsides below the set-point threshold, or the overload or short circuit continues for longer than the duration specified by an adjustable set-point. • Paralleling: Shall be capable of being paralleled to increase current limit capacity. • Control Range: Shall provide current limiting up to 60 amperes for all types of attached electrical loads. • Range Adjustment: Shall provide adjustment of the current-limit set-point from less than 20 amperes to a maximum of 60 amperes. Adjustment shall be continuous rather than discrete. • Duration Adjustment: Shall provide adjustment of the current-limit time duration from 1 to at least 1000 milliseconds. • Failure Mode: Shall fail-safe (Current-limiting MOSFET’s turned-off with no power flowing into the load.) for any single failure of any component. • Redundancy: Shall maintain full performance capability for one MOSFET device failed shorted and one MOSFET device failed open. Under the short circuit case, module breakdown voltage shall be at least 600 Vdc. • Power Control Elements: o MOSFET power control devices shall be on the high voltage side. o MOSFET drivers shall be magnetically coupled to the MOSFET gates. Magnetically coupled gate drives shall isolate at least 1200 volts. o MOSFET drive input and its controls shall operate at system ground. • Delay Times: o Load power turn-off delay shall not exceed 3 microseconds. o Load power turn-on delay shall not exceed 4 microseconds. o MOSFET Vds state switching shall not exceed 0.3 microseconds for either turn-off or turn-on. • Thermal Performance: Shall accommodate a 15 minute duration, 60 amp current-limit into any load with the MOSFET chassis maintained at 25o C and one of the MOSFET’s shorted. MOSFET junction temperatures shall not exceed 125oC under these conditions. • Current sensing: Shall be on the high voltage side and shall be electrically isolated from the control circuit. • Inputs: Energize/de-energize command, electrical power per MIL-STD-704E, and 28 Vdc control power. • Outputs: Shall include as a minimum: Controlled electrical power to the load, load current data; load voltage data, power input voltage data, module status data: Energized, de-energized, or tripped; and current-limit set-point data. 1.2. Deliverables: • MOSFET Power Control Modules in the quantity specified. • Three sets of schematic drawings with parts lists, and mechanical assembly and details. Drawings shall be in electronic format. 1.3. Brand Name or Equal Shall be Northland Scientific model 4001066-00 CLPC 3x3 Drive CCA with model 4001068-00 CLPC 60 amp Control CCA included or equal. 1.4. Schedule: Delivery shall not exceed 6 months from award of contract. The provisions and clauses in the RFQ are those in effect through FAC 01-23. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334513 and 500 EMPLOYEES respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA/Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 is required within 6 months from date of order. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by COB June 3, 2004 to NASA/Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), CAGE Code number, identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JAN 2004), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (OCT 2003), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (APR 2004), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-3, 52.222-37, 52.225-1, 52.225-3, 52.232-34.The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to the contracting officer not later than May 27, 2004. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
