- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. Simplified procedures as described in FAR 13.5 will be used for acquisition of these commercial items. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00421-04-R-0076 is issued as a request for proposals (RFP). The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 01-22 and Defense Federal Acquisition Regulations Supplement Change Notice 20040323. This action is 100% small business set-aside and the associated North American Industry Classification Systems (NAICS) code for this requirement is 334511 with a size standard of 750 employees. The Government intends to award an Indefinite Delivery-Indefinite Quantity contract on a firm-fixed price basis. The hardware required is 3.21-3.41 GHz Frequency Synthesizers, which must be fabricated for use in AN/SPN-43C radar systems in accordance with the following Statement of Work: 1. INTRODUCTION. The Naval Air Warfare Center Aircraft Division, St. Inigoes has been designated by the Commander, Naval Air Systems Command, as the In-Service Engineering Agent for ATC&LS. As part of this effort, the Approach Systems Branch (AIR 4.5.8.2) is tasked to develop Engineering Change Proposals (ECPs) that modify the AN/SPN-43C system to enhance performance and mitigate parts obsolescence. AIR 4.5.8.2 has developed an ECP to replace the obsolete AN/SPN-43C Stable Local Oscillator (STALO), reference oscillator and reference crystals with a frequency synthesizer. 1.1 Scope. Work performed under this contract will include fabricating 3.21-3.41 GHz Frequency Synthesizers for use in the AN/SPN-43C radar systems. 2. APPLICABLE DOCUMENTS. The following documents, of the issue in effect on the date of award of this contract, form a part of this SOW to the extent specified herein. 2.1 Military Specification. MIL-I-45208A/1, Inspection System Requirements. 2.2 Military Standards. MIL-STD-129P, Marking for Shipment and Storage 2.3 Other Documents. *NAWCAD Specification Control Drawing No. 43042-00443 (Rev. B)for Miniature, Microwave Synthesizer 3. REQUIREMENTS. The contractor shall use new, not refurbished, parts to fabricate 3.21-3.41 GHz Frequency Synthesizers for use in AN/SPN-43C radar systems in accordance with the NAWCAD Specification Control Drawing No. 43042-00443(Rev B). The government’s minimum ordering requirement will be satisfied with the placement of Delivery Order 0001 for a quantity of 1 First Article Test unit. The government’s anticipated ordering requirement over the base period and four option periods is approximately 60 units. The contractor shall deliver the synthesizers within 120 days after award of each individual order. 3.1 The contractor shall provide all test data for testing specified in drawing number 43042-00443 (Rev. B). (*CDRL A001) 3.2 Packaging. The contractor shall mark the packaging of the material with part number, item description, quantity, serial number (if applicable), contract number, order number and date of shipment. Markings shall conform to the requirements of MIL-STD-129P, Marking for Shipment and Storage. 3.3 Materials. The contractor shall provide such parts, components, accessories, and related materials to fabricate the Frequency Synthesizer. Material or parts used in the fabrication of this equipment shall conform to the NAWCAD specifications. 4. QUALITY ASSURANCE. 4.1 All performance under this contract shall be subject to the approval of the government. 4.2 All procedures used to fabricate, assemble, modify, install and test products must be documented and kept current. Written work instructions will be made available to the employees required to perform the specific task. 4.3 The contractor’s quality management organization must be clearly defined and employees in quality functions must have adequate responsibility, authority and freedom to identify and evaluate problems and to initiate, recommend or provide corrective action. 4.4 The government reserves the right to randomly inspect the contractor’s plant to ensure compliance with the SOW. * Drawing No. 43042-00443 (Rev. B)and CDRL A001 will be available upon request. THIS NOTICE OF INTENT IS A REQUEST FOR COMPETITIVE QUOTES. Responsible interested parties may submit information in which they identify their interest and capability. The contract line item numbers and descriptions for this firm-fixed price procurement are** CLIN 0001 3.21-3.41 GHz Frequency Synthesizer (Quantity of 6 EA); CLIN 0002 3.21-3.41 GHz Frequency Synthesizer (Quantity of 13 EA); CLIN 0003 3.21-3.41 GHz Frequency Synthesizer (Quantity of 13 EA); CLIN 0004 3.21-3.41 GHz Frequency Synthesizer (Quantity of 18 EA); and CLIN 0005 3.21-3.41 GHz Frequency Synthesizer (Quantity of 10 EA). The quote along with a completed representations and certifications is due by 13 May 2004 (and as amended to a revised due date of 26 May 2004). Award is anticipated no later than 20 May 2004 (and as amended to a revised anticipated award date of 8 June 2004)with a required delivery date of 120 days after award of each individual order. FOB Destination to Receiving Officer, NAWCAD, Bldg # 8115, Villa Road, St. Ingioes, MD 20684-0010; M/F Adam Andersen, Code 4.5.8.2. Inspection and Acceptance shall be made at destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's right under the Inspection clause, nor does it limit Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule. FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS (JAN 2004) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 EVALUATION COMMERCIAL ITEMS (JAN 1999) does not apply to this acquisition. The offeror shall provide back-up information that verifies the price quoted. This could consist of a copy of the current catalog or price list; invoices from previous sales of the identical item (s); etc. Offeror shall include a completed copy of the provision at FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (JAN 2004) ALTERNATE I (APR 2002), 52.219-1, SMALL BUSINESS PROGRAM REPRESENTATIONS (APR 2002) ALTERNATE I (APR 2002), FAR 52.215-6 PLACE OF PERFORMANCE (OCT 1997), DFAR 252.212-7000 OFFEROR REPRESENTATIONS AND CERTIFICATIONS—COMMERICAL ITEMS (NOV 1995), and DFAR 252.225-7000 BUY AMERICAN ACT—BALANCE OF PAYMENTS PROGRAM CERTIFICATE (APR 2003) with its quote.
