Description
The U.S. Department of Health and Human Services, Agency for Healthcare Research and Quality, through the Program Support Center, plans to award 8(a) Women Owned 12-month sole source simplified acquisition to CHD Research Associates, Inc. Celia Hsu Dahlman, 5525 Twin Knolls Road Suite 322, Columbia MD 21044. The purpose of this acquisition is to: (1) build an analytical data base that identifies nursing home residents who are hospitalized in a given time period (e.g., calendar year) and extracts the variables for analysis as specified by the AHRQ Government Project Officer. The databases used include: patient assessments from the MDS National Repository, Medicare hospitalization claims, and nursing home facility data (OSCAR data). (2) produce descriptive statistics from this analytical file of nursing home residents with hospitalizations. Examples of descriptive statistics include: counts of residents with one stay or multiple stays in a given time period, medical reasons for hospital stays (based on hospital claims data), and hospitalization rates by resident and facility characteristics. The intended source CHD has extensive expertise in merging Minimum Data Set (MDS) assessment data for nursing homes with Medicare claims based on the work for CMS for the National MDS Repository. CHD Associates has the expertise abilities and skills to complete this project on a timely manner. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
