Description
The Natural Resources Conservation Service and Rural Development in North Carolina announces a Request for Qualifications (RFQ) for Qualified Registered Land Surveying firms interested in contracting for A&E services in various locations in North Carolina. THIS PROCUREMENT IS UNRESTRICTED and is therefore open to all businesses regardless of size. The Primary North American Industrial Classification System Code (NAICS) is 541370, which has a size standard of $4 million in average receipts. The Government contemplates the award of possible multiple Firm-Fixed Price; Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts resulting from this competition. The initial contract period will be from the date of contract award to September 30, 2004 and the Government may, at its option, extend the contract by exercising each of four (4) one year renewal options. Work under each of the contracts will be subject to satisfactory negotiation of individual delivery/task orders. Delivery/Task orders are expected to provide Metes and Bounds surveys of farmland properties for the Wetlands Reserve Program (WRP) and the Grasslands Reserve Program (GRP) in several counties in North Carolina. Rural Development also has a need for surveys related to single family housing lots located in NC. Services to be completed in accordance with the Federal Acquisition Regulations for Architect and Engineer Services. There will be a need for approximately Eight (8) WRP Farm Property Surveys, Two (2) GRP Farm Property Surveys and approximately Two (2) Single Family Housing Surveys. Must be a Registered Surveyor licensed in the State of North Carolina. Those firms that meet the requirements described and wish to be considered must submit four (4) copies of an SF 330 (Forms SF 254 and SF 255 may be submitted in lieu of an SF 330) to Elizabeth Caldwell, Contracting Officer, Natural Resources Conservation Service, Suite 205, 4405 Bland Road, Raleigh, NC 27609. (Forms may be obtained from http://www.gsa.gov/Portal/gsa/ep/formslibrary). It must be received in this office no later than 4 p.m. on June 9, 2004. The SF 330 (or forms SF 254 and SF 255) must clearly indicate the office location where the work will be performed and the qualifications of the individuals and subcontractors proposed to work on the contract and their geographical location. Following an initial evaluation of the qualifications and performance data, we anticipate holding discussions with at least three (3) of the most highly qualified firms. More than one award may be made depending on cost and feasibility for one surveyor to work in all counties and distances involved. All firms responding to this announcement will be evaluated on the following factors, which are shown in descending order or importance: (1) Specialized experience and technical competence; (2) Capacity to accomplish the work in the required time; (3) Past performance on contracts with Government agencies and Private Industry; (4) Geographical location to areas where work will be required. Firms must provide a customer reference list with addresses and telephone numbers. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal Contract.
