Description

PERFORMANCE DECISION ON STREAMLINED COMPETITION(OASAM INVOICING)under Reference Nr. DOL-OCS-0003. A-76 FINAL DECISION- This is an announcement of results of the recent Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Financial Management Operations, streamlined competition of the Invoice Payment function that included such positions as fiscal operations technicians, accountants, voucher examiners, financial management specialists and assistants for the Invoicing function. DOL has completed a streamlined competition for accounting services support (Invoice function) in accordance with OMB Circular A-76. On May 20, 2004, the streamlined competition form (SLCF) was certified by the ATO and the Contracting Officer, indicating the study completion. As a result of this study, performance of these functions will remain in-house (performance by incumbent Government personnel totaling 11 FTEs). Based on this decision, the Contracting Officer will execute a Letter of Obligation (LOO) with the senior manager responsible for performance of the function. In accordance with revised OMB Circular A-76, effective May 29, 2003, no party may contest any aspect of this streamlined competition. A copy of the SLCF shall be posed at FEDBIZOPPS on 20 May 2004 reflecting the costs compared and outcome.
