Description
The HQ Air Intelligence Agency Contracting Branch at Lackland AFB, TX intends to purchase the following services: Non-personal services: Provide all transportation and labor, and training materials to instruct 4 to 10 students in Serbian/Croatian language instruction IAW the attached Statement of Work dated 05 Apr 2004. Location: Medina Joint Language Center, Lackland AFB, San Antonio, TX. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation F693J740980200 is issued as a request for quotation (RFQ). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. The North American Industrial Classification (NAICS) code for this acquisition is 611630, size standard is $6.0 million. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The following FAR clauses and provisions apply to this requirement which can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil. 52.204-7, Central Contractor Registration (OCT 2003) 52.212-1, Instructions to Offerors - Commercial Items (JUL 2003), 52.212-2-Evaluation of Commercial Items (JAN 1999) The following factors shall be used to evaluate offers: Technical and past performance, when combined, are more important than price. FACTOR 1: Technical To support contractor supervision of the work required by the Statement of Work, the offeror shall include a Management Plan that will address the following: a. Offeror?s provision of all training materials required throughout the course, including supplemental materials developed specifically for this course. Please be sure to provide examples of texts (to include titles) and other written material. *Note: Do not merely reiterate that you will provide the required training material. b. Offeror?s methods for identifying and promptly and decisively resolving issues of instructor welfare, such as lodging, transportation, etc. c. Offeror?s commitment to providing and maintaining qualified instructor(s). d. Offeror?s approach to monitoring instructor performance and educational outcomes. FACTOR 2: Past Performance To support past experience, provide information on no more than 2 awards similar in scope demonstrating the same skills and technical qualifications as required by this RFQ. In addition to the skill and technical qualifications, include the contract number(s), contract type (i.e., fixed price, time and material, etc.), including whether Government or commercial contract, award date, completion date, and dollar amount. Provide the contracting agency (or company, in commercial), a point of contact, address, and the telephone number. Of particular relevancy will be the quality and experience of the instructor performing the tasks outlined in the Statement of Work. The following criteria will be evaluated: a. Experience teaching adults. Particular emphasis is placed on teaching Non-Native Serbian/Croatian students. b. Recent exposure to contemporary conversational usage of the language. c. Experience teaching listening and reading skills. Particular emphasis is placed on teaching Non-Native Serbian/Croatian students. d. Experience developing training for development of listening and reading skills. e. Experience teaching the language grammar. Particular emphasis is placed on teaching Non-Native Serbian/Croatian students. FACTOR 3: Cost/Price The offeror shall include, the proposed hours, labor categories and labor rates. STATEMENT OF WORK SERBIAN/CROATIAN LANGUAGE INSTRUCTOR 05 APRIL 2004 1.0 General 1.1 Purpose. This Statement of Work defines the Government requirements for the performance of services by the Contractor to meet specific training requirements of the Medina Joint Language Center. 1.2 Scope. The services may consist of: (1) serve as a member of a team developing and teaching or co-teaching basic and intermediate level unclassified platform courses in a Serbian/Croatian curriculum, (2) provide native language expertise for materials selection and preparation of exercise and course materials based on authentic Serbian/Croatian printed, audio, and audiovisual texts, and (3) mentor and provide native expertise (SME support) to Serbian/Croatian adjunct faculty instructors and staff members. 1.3 All services shall be rendered within the Medina Joint Language Center schoolhouse, unless otherwise specified. (An example of a required alternate location would be when the Contractor must conduct internet searches for current language materials available on foreign sites.) Class size may vary from a minimum of 4 students to a maximum of 10. 2.0 Definitions 2.1 Platform instruction refers to the presentation of language training materials in the classroom. It includes, but is not limited to, such incidental and necessary requirements as course preparations, to include preparation of all material (e.g., graphic, audio, and video) necessary for the course, classroom monitoring, counseling and/or evaluating students, examining, grading student work, and preparing reports based on such instruction. Courses taught may focus on the language skills of reading and listening comprehension, speaking, writing, transcription, grammar, and word formation. Such instruction will also include, where appropriate, the use of computerized instruction materials, such as those found in the Government?s language laboratory facilities. Instruction techniques will be based on the current contextual methodology and Instructional Systems Design (ISD) principles, including the top-down approach that uses authentic language materials. 2.2 Course Development refers to the preparation or revision of course materials for new and/or existing courses according to ISD principles. It includes, but is not limited to, such incidental and necessary requirements as: (1) conducting full or partial needs and task analyses or assessments, (2) preparation of course documentation in accordance with NCS Administrative Instructions as specified by the COR, to include the development of appropriate testing and assessment vehicles to measure student knowledge and skills based on corresponding learning objectives; (4) selection and preparation of appropriate audio and video materials, to include tape dubbing; (5) selection and preparation of appropriate course materials; and (6) conducting a pilot offering of the new courses. 3.0 Scope of Work 3.1 Period of Performance. The services provided for in this contract shall be rendered during the period of 21 June 2004 through 17 June 2005. 3.2 Platform Instruction. The Contractor, during the entire term of this contract, undertakes to the best of his/her ability and skill to perform the duties of platform instruction and curriculum development in the specified language. Training may be conducted at basic and/or intermediate level, as required by the Government to accomplish its mission. While teaching in the classroom, the Contractor may be required to work 8 hours per day for the duration of the course, while at other times he/she might not work at all, in order to apply his/her services where they are most needed throughout the training year. 3.3 Course Development. The Contractor will be required during the term of this contract to develop course materials for new or existing courses. All language training materials developed under the scope of this contract shall remain the property of the US Government. 3.4 Attendance at Conferences. The Contractor may be required to attend conference(s) during the term of this contract, such as the 2004 conference of the American Association of Teachers of Slavic and East European Languages in Philadelphia, PA, 27 ? 31 December. 3.5 The contractor will be required to conduct off site library and internet research for course development. 4.0 Government Responsibilities The Government has the responsibility for the overall management of the activities necessary to meet the Government?s objectives. 5.0 Contractor Responsibilities The primary responsibility of the Contractor is to complete the tasks in the Statement of Work. The Contractor is responsible for supporting the Government in the diversity of language training efforts. The Contractor?s role is solely technical in nature, and includes no official management or supervision of other government or contractor personnel.
