Description
This is a brand name synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP), solicitation number FA7000-04-R-0068, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22 and 23. The North American Industrial Classification System (NAICS) number is 334418. Proposed acquisition is UNRESTRICTED. This is a brand-name only acquisition approved in accordance with 6.302-1 (c). The Government intends to award a contract on a brand name basis to the manufacturer, ACRA Controls. ACRA Controls is the only manufacturer capable of fulfilling the governments requirement who can meet USAFA requirements in the time prescribed by direction from the United States Air Force Academy Professor and Deputy Head, Department of Engineering Mechanics for performing data acquisition from mutiple sensors to support three flight test program efforts. Scope of Work: Complete KAM-500 Digital Data Acquisition Systems consisting of the following items: SYSTEM ONE: 1) KAM/CHS/03U - KAM-500 Chassis; 13 user slot chassis including mating connector set, Qty 2 each. 2) TDC/002 Thermocouple Card, Qty 2 each 3) KAM/CHS/06U, KAM-500 6 slot chassis, Qty 1 each. 4) ENC/004 Controller/Encoder, Qty 3 each 5) ETH/001 Ethernet interface card, Qty 1 each. 6) ADC/009/QB/350 1/4 bridge strain card, Qty 18 each. 7) DRE/CFM/001/3GB CompactFlash Media, Qty 5 each 8)MEM/003/B CompactFlash TM card, Qty 3 each. 9) UAR/002 GPS Interface Card, Qty 2 each. 10) ADC/006 ICP Accel Card, Qty 3 each. 11) KSM V2/SS1 KAM 500 Software with Quicklook, Qty 3 each. 12) SAM/DEC/007/3 PCMCIA Card for PC, Qty 3 each. 13) RTC/002 Real Time Module, Qty 3 each. Offeror must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition and the no addenda applies. The provisions at 52-212-2, Evaluation--Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors will be used to evaluate offers: Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items applies to this acquisition, no addenda applies. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 12, 13, 14, 15, 16, 24. DFARS 252.212-7001, Contract terms and conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items, applies to this acquisition with the inclusion of the following DFARS: 252.204-7004, Required Central Contractor Registration, 252.225-7000, Buy American Act - Balance of Payments Program Certificate, 252.225-7001, and Buy American Act and Balance of Payments Program.
