Description
This is a REQUEST FOR INFORMATION (RFI). This is not a request for proposal and in no way obligates the Government to award any contract. The Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) is seeking to identify sources capable of performing Engineering Support, Logistic Support, Acquisition Program Support, General Program Management Support, Training Materials Support, Technical Writing Support and Prototype Hardware Procurement for the EOD Program Management Office (PMS-EOD). PMS-EOD executes the requirements of the Department of the Navy, PEO Littoral & Mine Warfare, and the Joint Services in the research and development, acquisition, and life cycle support for EOD equipment and systems in the following programs areas: Joint Service Explosive Ordnance Disposal (EOD), EOD Diver Systems , Marine Mammal Systems (MMS), and Small Unmanned Underwater Vehic les (UUV). PMS-EOD programs cover a multiplicity of acquisition programs for systems required by one or more of the Military services (Army, Marine Corps, Navy, and Air Force). Requirements within these program areas change from year to year. The draft Statement of Work is being provided. The Statement of Work can be found at www.ih.navy.mil/contracts under Sources Sought. Companies capable of providing the defined services are encouraged to respond by providing their company name, business size based on NAIC code 541330/$23 million size standard, points of contact, and a brief statement of capabilities and relevant experience. The following information shall be used when addressing capabilities and relevant experience: Capability PMS-EOD requires support in executing the requirements of the Department of the Navy, PEO Littoral & Mine Warfare, and the Joint Servi ces in the following seven areas: Engineering Support Logistic Support Acquisition Program Support General Program Management Support Training Materials Support Technical Writing Support Prototype Hardware Procurement There are four program areas within PMS-EOD: Joint Service EOD EOD Diver Systems Marine Mammal Systems Small Unmanned Underwater Vehicles. The Joint Service EOD program provides the development of specialized equipment and tools required to support EOD personnel of all military services with the their mission of detection/location, identification, render-safe, recovery, evaluation, and disposal of unexploded ordnance (UXO) that is a threat to military operations, installations, personnel, or material. UXO includes foreign and domestic, both conventional and non-conventional, including improvised explosive devices (IEDs). The EOD Di ver Systems program provides the development of diving equipment and explosive charges to support EOD underwater operations. The equipment must have inherently low acoustic and magnetic signatures in order to allow the EOD technician to safely approach, render-safe, and dispose of sea mines and other underwater ordnance. The Marine Mammals Systems program provides the production and in-service support of fleet systems that perform underwater object location and recovery. The Small Unmanned Underwater Vehicles program provides for the development of small affordable, Unmanned Underwater Systems to support EOD and Naval Special Clearance missions operations. The equipment must be highly portable in order to support the EOD technician to safely approach, render-safe, and dispose of sea mines and other underwater ordnance. Also provides support for the Navy?s high pri ority mission of Very Shallow Water (VSW) mine countermeasures, including clandestine reconnaissance and mine clearance in support of amphibious operations and ships hull search in support of Homeland Defense. Please provide a narrative, not to exceed 8 pages, demonstrating your ability to support the four program areas within PMS-EOD by detailing your capabilities within the seven requirement support areas. It is imperative that actual capability information is provided. The Government is not interested in a general overview of the program areas and support functions. The Government is also interested in your personnel qualifications. It is anticipated that the Government we will be soliciting the following key personnel: Program Manager Project Manager Senior Engineer Engineering Technician Sr. Training Analyst Please provide a brief narrat ive, not to exceed 3 pages, highlighting your key personnel qualification as they relate to the experience required to perform the requirement. This may include their work history of each project member as it relates to the statement of work requirements. Relevant Experience Experience is the opportunity to learn by doing. The Government is interested in evidence that demonstrates, during the past (3) years, the opportunity to learn about relevant work processes and procedures and about the nature, difficulties and uncertainties associated with performing the kind of work that will be required under the prospective statement of work. Please provide a brief narrative, not to exceed 3 pages, of your experience in each of the SOW task areas. The above information should be e- mailed to Renee Brown at brownrm@ih.navy.mil.
