- Description
- The Virginia Contracting Activity on behalf of the Defense Intelligence Agency (DIA), intends to award a firm fixed price purchase order to Vicor, Inc. The requirement is to prepare and present a diagnostic reading test and a program of reading skills development during Fall 2004 (17 Aug 2004 through 2 Sep 2004) at the Joint Military Intelligence College (JMIC) for newly enrolled students in the Postgraduate Intelligence Program (PGIP), the Undergraduate Intelligence Program (UGIP), and the Bachelor of Science in Intelligence (BSI) Program which consists of approximately 200 students. The objective of the program is to evaluate and improve student skills in the areas of: 1) Listening, note taking, time management, and other related skills; 2) Comprehension in all reading materials; 3) Retention and recall of informatin; 4) Reading rate, with emphasis on flexibility; and 5) Skimming and scanning techniques. All the instructors must be qualified to teach at the graduate level. A minimum of five instructors are required to conduct 34 sessions during the period 17 Aug through 2 Sep 04. Such qualifications-capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
