- Description
- In accordance with the requirements of Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), this public announcement is hereby issued to declare the intention of the FAA William J. Hughes Technical Center (WJHTC) to award a contract on a single source basis to the University of Maryland. This award has been initiated by the FAA Risk Analysis Branch (AAR-490). The Risk Analysis Branch is conducting research to develop a comprehensive risk analysis of the aviation system. This analysis consists of methodology development, hazard identification, risk calculations and prioritizations, causal modeling, and simulations. Through the development of an hazards framework initiated under a grant (01-C-AWA) and current effort related to initiation of a prototype tool for demonstration of the concepts of hazard methodology being conducted under FAA contract DTFACT-03-C-00024, Dr. Ali Mosleh, through the University of Maryland, has become uniquely qualified to continue this research effort. His unique qualifications, coupled with the considerable effort already conducted under the above grant and contract, are the rationale for continuing this research on a single source basis. The total effort is intended to be conducted over a 3-year period. A competitive solicitation will not be available for this procurement. If there are any vendors that do not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the above services in a timely and cost-effective manner and the FAA will evaluate the information accordingly.
