- Description
- The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Northeast Fisheries Science Center (NEFSC) has a requirement to conduct an economic analysis to measure benefits of right whale protection in the Northwest Atlantic. The purpose of this contract is to attain the services of a contractor with expertise in non-market valuation methods (contingent valuation, contingent choice methods or experimental economics) to develop a long-term study/strategic plan that includes an economic measure of willingness-to-pay (WTP) for right whale protection. The overall study effort will be divided into three main phases: Phase 1 (Year 1) - Pre-design; Phase 1 (Year 2) - Design survey instrument (optional); Phase 2 - Survey implementation (optional); and Phase 3 - Final analysis of survey data and final report (optional). Phase 1 encompasses the development of a research team and design of a survey instrument to the point where it can be implemented in Phase 2. Phase 1 will be spread over a two-year period with the second year optional. The goal of the first year pilot project, the pre-design step, is to specify the overall design of a long-term project to be conducted at a later date (i.e. the actual survey). The pre-design step also includes assistance in designing a non-market valuation study that would allow NMFS to use the derived WTP estimates in some benefit-cost type of analysis. After the pre-design phase is complete, feasibility of the study assessed, and the scope of the long-term project is developed, NMFS will determine whether the additional research will be implemented.
