- Request for Information for HQ Pacific Air Forces (PACAF) Engineering and Technical Services (ETS) for PACAF Command, Control, Communications, Computers, Intelligence, Wargaming, and Force Protection (C4IW and FP) at operational, proposed, and deployed-to sites in the Pacific Area of Operations. 1.0 SUBJECT Request industry comments to the DRAFT Statement of Work (SOW), appropriate mobilization period, and incentives and its value in improving performance. Responses to this RFI are due in writing via e-mail or fax to Mrs. Rickie Shiflet by 3:00 PM HST on June 10, 2004. Responders are solely responsible for all expenses associated with responding to this RFI. 2.0 DESCRIPTION HQ PACAF is seeking information from industry that will assist in the procurement of Engineering and Technical Services at various PACAf sites (for example: Hickam AFB, HI, Elmendorf AFB, AK, Eielson AFB, AK, Osan AB, Korea, Kunsan AB, Korea, Andersen AFB, Guam, Yokota AB, Japan, Misawa AB, Japan and Diego Garcia). Specifically this RFI seeks the following information: comments to the DRAFT SOW, what industry deems an appropriate mobilization period, and comments about incentives and how valuable they are in improving performance. List the types of incentives that would be of interest and explain why. The Government will consider all information received when preparing the Final SOW however, any and all changes are at the sole discretion of the Government. 3.0 REQUIREMENTS Engineering and technical services for PACAF C4I, wargaming and FP system. See draft SOW for detailed information. 4.0 DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Please submit responses via e-mail in Microsoft Office format or fax by 3:00 PM on June 10, 2004, to the POC at Hickam AFB. You may also submit supplemental hardcopy materials such as brochures, etc. to the POC. 6.0 COMMENTS Provide comments concerning the SOW. Specify the applicable paragraph/section of the SOW that is being referred to. Address what is deemed an appropriate mobilization period. What would be a suitable amount of time to recruit the appropriate number of employees with the proper clearance requirements and have them in place by the start of the performance date of 1 October 2005. List the types of incentives that would be of interest, explain why those specific incentives are of interest, and how incentives are valuable in improving performance.
