- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-04-T-0096. This acquisition is issued as a Request for Quote (RFP). (iii) The solicitation document and incorporated provisions and clauses are thos e in effect through Federal Acquisition Circular FAC01-23. (iv) The associated NAICS code is 423490. The small business size standard is 500. The proposed contract action is for supplies or services for which the Government is soliciting and negotiating w ith only one source under the authority of FAR 6.302. The name of the company the Government intends to award a contract is Hitachi High Technologies America, Inc. Pleasanton, CA 94588-3355. This notice of intent is not a request for competitive proposa ls. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if appl icable): CLIN 0001. DESCRIPTION BASE Year Service Contract for Backscatter Microscope and PCI unit, Quantity 1, CLIN 0002 DESCRIPTION Option Year for Backscatter Microscope and PCI Unit, Quantity, Clin 0003 DESCRIPTION Option Year for Backscatter Microscop e and PCI unit, Quantity 1, CLIN 0004 DESCRIPTION Option Year for Backscatter Microscope and PCI unit, Quantity (vi) Description of requirements: 1.0 Overview: The contract is a service contract for the Hitachi Scanning Electron Microscope (SEM) Model S- 4500T, S/N 445-56-05 and the SEM's Model 50EPCI00 PCI unit. The objective of this service work is to maintain the function and operation of the microscope to within the normal operating specifications and to provide emergency service calls. 2.0 Requirem ents and Specifications: C.2.1 The Contractor shall provide: 2.1.1 Unlimited emergency service calls. Emergency service is defined as when a breakdown has occurred through normal usage of the equipment. Emergency repairs shall be performed at no additio nal charge Monday through Friday, 8 a.m. to 5 p.m. local time, excluding holidays. The Contractor shall telephonically apprise the Government Technical Point of Contact (TPOC) within 24 hours of receiving an emergency service call to advise the TPOC of th e estimated on-site arrival time. 2.1.2 All parts including high voltage transformer assembly but excluding consumable parts, paint and exterior cabinet panels. 2.1.3 Two (2) comprehensive preventive maintenance efforts to keep the equipment in a condit ion ready for ordinary use to include the following: Cleaning of the instrument, Replacement of parts, Inspection and replacement of vacuum pump oils, seals and filters, Inspection and replacement of vacuum hoses, air lines and water lines, Inspection and adjustment, if necessary, of all systems, Column alignment and inspection of image. (vii) Period Of Performance begins July 1, 2004 to June 30, 2005. Period of Performance shall be performed to Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD 20783. Acceptance shall be performed at Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is NOT applicable to this acquisition. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representa tions and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. (xi) The cla use at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
