- The Government intends to extend the term and expand the dollar threshold of Contract No. DACA31-01-D-0025, an Indefinite Delivery-Type Construction Management Support Contract for the U.S. Army Corps of Engineers (USACE) Baltimore District by a tota l of 180 calendar days and $500,000 in order to continue existing services. This multi-discipline Indefinite Delivery Type Contract (IDTC) was awarded on 10 May 2001 to Alpha Corporation, 21351 Ridgetop Circle, Suite 200, Dulles, VA 20166, for a $1,000,00 0 base period with 2 option periods of $1,000,000 each, for a total of $3,000,000. Under this contract, the majority of the delivery orders issued have been in support of the USACE District of Columbia Public Schools Program. The services provided under s everal existing task orders need to be extended because the specific projects which these services support have experienced significant and unanticipated schedule delays, which will force the Corps to maintain an extended construction management presence o n these projects. Furthermore, the construction management support services provided via these instruments are critical to the successful execution of this portion of the program mission. The personnel currently performing these services have gained subs tantial project specific experience with these particular projects that will be lost if these personnel were to be replaced with others at this juncture. Therefore, replacement of these personnel with others would result in a substantial duplication of co sts to the Government due to the efforts that would be necessary for new personnel to gain the necessary familiarity with the histories and peculiarities of these projects. The substantial duplication of costs is not expected to be recovered through compe tition. Furthermore, at least two of these personnel are involved in projects at critical stages and changing to other support personnel would jeopardize the completion of these projects, resulting in unacceptable delays in fulfilling the agency's require ments. It is critical to this organization to have these individuals continue in their current roles. Therefore, the USACE Baltimore District is intending to issue a modification to the contract to increase the total contract value from $3,000,000 to $3,5 00,000 and extend the term of the contract by 180 days.
