Description
This is a combined synopsis/solicitation for commercial items. The solicitation number is Q1730040036 and is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is for an Electronic Programmable Message Sign. Quantity 1 each. 1. This is solicitation is subject to full and open competition. The NAICS code is 421440. 2. It is anticipated that a single firm-fixed price contract will be awarded. 3. Specifications: a. Full matrix, programmable message sign, with approximate display dimensions of 145' x 69' b. On highway legal trailer, with leveling jacks. c. Battery with solar recharging unit. Battery should be able to maintain sign operation 30 days, with solar panel maintaining battery power level. Will have AC power option. d. Hydraulic lift of sign face. e. Sign message panel should have at least 4 row capability, 17 characters/row, and be viewable from 1000' @40 mph. High density LED with 4 LED per pixel. f. Controlled by remote pc/modem and must include a wireless modem hookup. Software package to run sign messages, create message, change message, create message sequence (at least 3), vary show time of message. g. Provide training for sign set up and operation and installation and operation of software for sign operation. 4. Delivery: Deliver June 24, 2004, to include and set up and programming of sign. Alternate delivery times will be considered. 5. FOB Destination. Cape Cod National Seashore, Salt Pond Visitor Center, 50 Nauset Road, Eastham, MA 02642. 6. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars 22 and 23, effective May 5, 2004. Quotes will be reviewed for ability of equipment to meet the specification, price and time for delivery (if alternate dates are submitted). The government may check references to confirm reliability and performance of proposed equipment. The quotes will be reviewed and a fixed price award made to the quote most advantageous to the government. 9. Payment: Preferred method of payment: Government MasterCard. Contractor will be required to register in the Central Contractor Registration. 10. Quotes are due by 4:30 p.m. on June 15, 2004. Quotes are to be submitted by mail or fax. FAX 508-349-9052.
