Description
It is the intent of the Uniformed Services University of the Health Sciences (USUHS), to acquire on a sole-source basis pursuant to FAR 6.302-1(a)(2)(iii) with Samueli Institute, Corona Del Mar, CA, to identify and investigate integrated healing practices that may be useful for veterans returning from the Iraq War and Afghanistan, and those at the end-of-life. The United States Congress has established the Veterans Heal (VETHEAL) program to explore the application of complementary and alternative medicine (CAM) to military relevant situations. Specifically, to enable individuals and institutions to perform basic and clinical research studies on specific CAM approaches that may assist the soldier in the operational environment and that may benefit military populations. USUHS has partnered with Samueli Institute for the independent scientific evaluation of proposals submitted for funding under the VETHEAL program. Under the VETHEAL program the contractor will: 1) conduct two clinical research projects specifically designed to evaluate the effect of integrated healing practices that may be useful for the prevention and treatment of post-traumatic stress in soldiers returning from deployment and conflict areas as Iraq and Afghanistan; 2) conduct two clinical research projects specifically designed to evaluate the effect of optimal healing interventions integrated into hospice and nursing home care and at Veteran Affairs (VA) Medical Centers that may be useful for veterans nearing the end-of-life; 3) work in a coordinated effort with USUHS for scientific review and management of the program; 4) work in collaboration with Department of Defense (DoD) and VA centers to investigate the role of these practices in the care of veterans; and 5) conduct and manage complementary medicine research with military populations. The proposed acquisition is an add-on effort under contract, MDA905-03-C-0003 and will be procured under FAR Part 15, Contracting by Negotiation. The period of performance will be for one year from the date the modification is signed with the option to extend services for one additional year. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This is not a Request for Proposals (RFP). However, all interested parties may contact the Contracting Officer for details. Sources interested in responding to this requirement must be able to provide convincing evidence that they possess the requisite expertise and experience to successfully perform the services as specified above. Responses must be in writing and must be received in the office by June 11, 2004.
