Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Performance Statement of Work for Support to the United States Joint Forces Command (USJFCOM), Norfolk, Virginia, Organizational Support Department and to the Director’s Executive Action Group 1.0 INTRODUCTION: This requirement is to provide semantic modeling tools, support and training in support of the Joint Concept Development Path concept and analysis products. 2.0 BACKGROUND: As the transformation laboratory for the Department of Defense, USJFCOM turns to the Joint Experimentation Directorate (J9) to develop, explore, test, and validate 21st-century war-fighting concepts. The amount of data collected from each event has expanded tremendously, due in part of facilitate.com software. During and following events, we must provide quality analysis as quickly as possible to ensure they are embraced in follow-on efforts by the entire community of interested stakeholders. In order to provide quality, timely analysis, new tools are required. 3.0 SCOPE: The contractor shall provide CDR USJFCOM Joint Experimentation Directorate (J9) with training, support, maintenance and installation of 100 site licenses of external and internal semantic modeling tool software. 4.0 APPLICABLE DOCUMENTS: This task order shall be performed in accordance with requirements for this delivery order per paragraphs per the basic contract SOW, CJCS Instruction 3170.01, DoD Directive 4630.5, DoD Instruction 4630.8, JCSI 6212.01, USJFCOM J9 support to Organizational Support (personnel analysis, logistics support and program management), Joint Experimentation Campaign Plan 2004 – 2011 and Joint Experimentation Product Manual (Draft) 5.0 REQUIREMENTS: The contractor shall provide the support necessary to successfully satisfy the requirements and performance objectives of the PBWS. The requirement includes training, support, maintenance and installation of 100 concurrent user/seat or unlimited site licenses of external and internal semantic modeling tools. 5.1 ANALYSIS TOOL 1 FUNCTIONAL REQUIRMENTS: The contractor shall provide external semantic analysis software with the following characteristics: 5.1.1 Web-based, J2EE-compliant enterprise application that publishes Java applets to Web servers. 5.1.2 Can operate in any browser. 5.1.3 Can connect to any JDBC compliant database including Oracle, MySQL, SQL Server, and Sybase. 5.1.4 Connections via XML. 5.1.5 Conduct pattern, concept and key word searches based on user queries, provides external discovery search of web-based sources, to include web pages, bulletin boards, enterprise data, legacy data, licensed content, email, etc. via an embedded crawler that automatically maps information from file systems and Web sites . Using the pre-defined queries referenced in paragraph 5.1.11, provides dynamic classification that permits filtering of results against more than one taxonomy. 5.1.6 Flexible scheduler for real-time updates of visualizations. 5.1.7 Automatic classification of search results based on predetermined or dynamically generated classifications. Provides a graphical user interface for interacting with large data sets that reflect relationship links, hierarchical structures, networks, and graphs. Presents complex and large hierarchies and relationships in an easy-to-understand view. 5.1.8 Ability to create and maintain discrete taxonomies for different focus areas. Enables users to find patterns, trends, correlations, and unusual events stored in table-based information sources, such as customer records, e-commerce transactions, and other operational information streams. 5.1.9 Provides a temporal visualization tool so that patterns of events over long time horizons can be seen. 5.1.10 Relevance ranking of retrieved documents. 5.1.11 Automatic categorization and dynamic classification of collected unstructured and structured information (to include multiple file types in servers, in groupware systems, in groupware systems, relational databases, documents management systems, and web servers) based on user defined criteria. 5.1.12 Ability to support 100 users. 5.1.13 Ability to support multiple languages. 5.2 ANALYSIS TOOL 2 FUNCTIONAL REQUIRMENTS: The contractor shall provide internal semantic analysis software with the following characteristics: 5.2.1 Internal discovery search of multiple information repositories, including document stores, databases, emails, etc. 5.2.2 Comprehensive search customization of structured and unstructured text, with queries based on words, phrases, concepts, dates and other refined capabilities. This includes performing linguistic analysis and natural language processing (semantic analysis). 5.2.2.1 Search for concepts or units of meaning : 5.2.2.1.1 Multiple lexical sources using a built-in knowledgebase of word meanings and relationships. 5.2.2.1.2 Natural language processing using plain English queries, which are then automatically enhanced by sets of related terms and concepts, to find information targeted to their specific context. 5.2.2.1.4 Morphology which recognizes words at the root level and recognizes irregular or variant spellings. 5.2.2.1.5 Recognizes idioms, i.e., phrases as single units of meaning, not as individual words. 5.2.2.1.6 Semantics that recognize multiple meanings of words. 5.2.2.1.7 Multi-layered dictionary structures that enable integration of specialized reference works for legal, medical, finance, engineering and other disciplines, with the ability for end users to add personalized definitions and concepts without affecting the integrity of the baseline knowledgebase. 5.2.2.2 Automated, self-organizing pattern indexes - defines keywords, builds topic trees, establishes expert rules, and sorts and labels information in database fields without the inherent subjective biases of categorical indexes. 5.2.2.3 Fuzzy searching - the ability to retrieve approximations of search queries and has a natural tolerance for errors in both input data and query terms. 5.2.3 Boolean/keyword search. 5.2.4 Categorization and Dynamic Classification to discover links, knowledge and expertise embedded within diverse and scattered information sources, and present the results of those discoveries in a view dynamically created by the user's search and work process context. 5.2.5 The ability to permit the extension and customization of the system for unique terminology used by vertical industries, specialized domains of interest and multiple languages. 5.2.6 Support for multiple document types found within file servers, groupware systems, relational databases, document management systems and web servers. Recognition of modifications, changes or updates to information assets system-wide to automatically update the indexes to maintain accuracy of each information repository. 5.3 SOFTWARE LICENSES: The contractor shall provide a site license for 100 concurrent user/seats. 5.4 TRAINING: The contractor shall provide on-site training for each tool as follows: 5.4.1 Qualified experienced instructor(s) 5.4.2 All training materials 5.4.3 Delivery of training in the specified software for 50 students. 5.5 INSTALLATION: The software will be installed by USJFCOM with contractor support. 5.6 SERVICE AND SUPPORT: The contractor shall provide one on-site year service, support and software upgrades released during the service period. 6.0 DELIVERABLES: 6.1 External Semantic Modeling Tool Software site license for 100 concurrent users. 6.2 Internal Semantic Modeling Tool Software site license for 100 concurrent users. 6.3 For each tool, on-site software training for 50 users. 6.4 Software Installation 6.5 One year on-site service and support that includes service, support and software upgrades released during the service period. 7.0 QUALITY ASSURANCE PLAN: Required Service Standard Acceptable Quality Level Surveillance Modeling Tools 100% 95% Check by COR Training Assessment 8.0 PLACE OF PERFORMANCE: Work shall be primarily performed on-site in USJFCOM J9 at 115 Lakeview Parkway, Suffolk VA and USJFCOM J9 1562 Mitscher Ave. Norfolk, VA. 9.0 GOVERNMENT FURNISHED EQUIPMENT AND MATERIALS: Appropriate computer hardware shall be provided by the government for required work at government sites and at contractor facilities. 10.0 PERIOD OF PERFORMANCE: 1 June 04- 1 June 05 11.0 SECURITY: A Secret Clearance is required for this task. 12.0 CONTACT INFORMATION Any questions concerning this document should be addressed to Vicki Morris, Code 02P22Y, who may be reached on commercial (215) 697-9636, fax (215) 697-9719, DSN 442-9636, or e-mail Vicki.morris@navy.mil.
