Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. This acquisition is NOT small business set-aside and the NAICS code is 511210. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The National Library of Medicine (NLM) requires a unique authoritative medical information resource, written at a consumer level, for its MedlinePlus consumer health web site. This resource will consist of interactive health modules which use pictures, audio narration and animations or videos and will be used to supplement the health topic pages on MedlinePlus. The health topic pages link to information from authoritative health web sites, especially those from the National Institutes of Health. NLM will host the content on its own servers. NLM has the following MANDATORY REQUIREMENTS: a) minimum number of modules: 150; b) the authorship of the content must be identified or the medical advisory board of the health content must be provided via the web. If content includes information from outside sources attribution must be provided; c) equivalent content in English and Spanish: the content of each module must be completely equivalent in English and Spanish; d) culturally neutral Spanish: the Spanish must be culturally neutral and not written or narrated in the style or vocabulary of a particular Spanish nationality; e) regular updating of content: content must be reviewed and updated at least once per year. Last updated dates must be provided within the module; f) emergency updating of content: there must be a provision for updating and/or replacing inaccurate or outdated content outside the regular update schedule if requested by NLM or deemed necessary by changes in the health environment (e.g., West Nile Virus vaccine, changing recommendations on hormone replacement therapy, etc); g) no commercial content: information must be free of commercial endorsements or advertisements. References to treatments (drugs, procedures) should use generic as opposed to brand-name therapies when appropriate; h) unobtrusive co-branding: co-branding must not be intrusive; i) format of content: content must be delivered to NLM via FTP; j) no registration: content must not require registration by users to view; k) accessibility of content: content must be accessible in accordance with Section 508 (29 U.S.C. 794d). NLM also has the following SPECIFIC REQUIREMENTS: A) content: 1. content must be accurate, current and authoritative; 2. the content must consist of overviews of common conditions/diseases, surgeries, tests, procedures/therapies, and prevention information of interest to health consumers. Exact content coverage/titles is negotiable, but should cover a wide variety of conditions; 3. content shall include detailed descriptions of diseases, covering causes, symptoms, diagnosis, prevention, therapy, and prognosis of conditions affecting all age groups, genders, and ethnicities. It also includes basic information on human anatomy and physiology, nutrition, poisoning and environmental concerns, pregnancy, normal human development, and aging; 4. content to be accompanied by illustrations and animations wherever appropriate. Illustrations may include drawings, diagrams, photographs, and animations or videos; 5. all written content will be accompanied by word-for-word audio narration; 6. content updates should be accompanied by documentation of the changes that have been made to the content. Documentation should include a list of information that has been added, edited, or deleted; 7. each module will include a printable text version for easy printing; 8. quizzes or other interactivity is desirable; 9. creation dates are desirable. B) Technical: 1. files must be customized to be integrated into the MedlinePlus environment. Customization would include at least: MedlinePlus banner, link to MedlinePlus feedback page, link to MedlinePlus homepage from every page within the module; 2. metadata such as Medical Subject Heading unique identifiers or UMLS Metathesaurus Content Unique Identifiers is desirable; 3. content must be accessible according to W3C Web Content Accessibility Guidelines 1.0 (WCAG) Priority Levels 1-3. Where full Priority 3 compliance is not fully attainable, each shortfall should be by exception. OTHER REQUIRED INFORMATION: A. the response to this solicitation must include the cost for licensing this product. The cost should be a flat fee for providing the content to any MedlinePlus user via the Web. Please provide information showing the factors that determine this fee; B. respondents should provide a list of other organizations that license the content, along with accompanying web site URLs, for NLM to review; C. submit license agreement governing use of content on Web sites. EVALUATION CRITERIA: the technical proposal will receive paramount consideration over price or cost factors. The evaluation will be based, in addition to price, on a written quotation detailing the demonstrated capabilities of the prospective vendor in relation to the needs of the project as set forth in the Statement of Work. Offerors must submit information sufficient to allow the NLM to evaluate the following criteria for award. Criterion A: Content (60 points) - The proposal must provide detailed information on the offeror's ability to provide the content required as described in the statement of work. Criterion B: Technical Approach (20 points) - Offerors are required to submit a proposal outlining their understanding of the technical approach to the statement of work, including tasks to be performed, time allocated to tasks and methods that would be employed to ensure the desired level of quality control. Criterion C: Past Performance (10 points) - Offerors are required to demonstrate their ability to conform to project specifications and quality standards and adherence to delivery schedules, including those for administrative reporting. Offerors should illustrate their reputation for reasonable and cooperative behavior and commitment to customer satisfaction. References, with names of persons with knowledge of offerors's past performance and their current telephone number, should be provided in support of the offeror's past performance. Criterion D: Corporate Experience (10 points) - Evidence of related experience with projects of similar complexity and difficulty should be provided. Evidence should be provided to support experience providing consumer health information to a high-volume, non-commerical consumer health Web Site. Total Possible Points: 100. This requirement is for a base year with options for four (4) successive one-year periods. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. All proposals received within 15 days from the date of publication of this synopsis will be considered by NLM. Responses must be in writing and must be received in this office by June 11, 2004 from the date of publication of this notice, and must include pricing information and meet the criteria requirement. All responses from responsible sources will be considered.
