- The U.S. Army Space and Missile Defense Command??????s Battle Lab under the Total Defender program will be developing a series of experiments designed to outline the new capabilities and requirements needed to support Global Missile Defense planning and execution in the 2015-2020 timeframe. The U.S. Army Space and Missile Defense Command is the Army Service Component Command to the U.S. Strategic Command (STRATCOM) and is responsible for the Army portion of STRATCOM??????s five mission areas, which are: as delineated by the UCP2Global Strike; , Integrated Missile Defense;, DOD Information Operations;, and Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Integration;, and Space. In previous experiments, Total Defender has validated that all of these mission areas are part of and are required to performdo effective Global Missile Defense Planning and Execution. Total Defender has completed two experiments with and at STRATCOM on Global Missile Defense and the need for the integration of the five mission areas per the UCP has been stated and is recognized. Total Defender as part of the STRATCOM experiment program for FY 05-06 is developing Global Missile Defense Experiments that will look at the five mission areas with emphasis on ISR, Global Strike, and Information Operations as part of Global Strike. These experiments will also be developed to look at the plan ning process required in the 2015-2020 timeframe which should include Network Centric Operations and an Integrated ISR capability. Total Defender is seeking Cooperative Research and Development Agreement (CRADA) partners with concepts, processes, or products that will lend themselves to testing, evaluation, and experimentation through these experiments in order to further develop and improve Global Missile Defense Planning and Execution capability. CRADA partners will share in the resulting data and will have the opportunity to have their concepts, processes, or products validated via these experiments. Currently, there are three experiments planned for FY2005, with the last one occurring March 20056. Each experiment maywill last up to approximately 10 days. CRADA partners may require access up to Top Secret. Therefore, personnel will be required to have the appropriate clearance, and a secured facility. All information is to be submitted at no cost or obligation to the????Government.????????The Government reserves the right to reject, in whole or in part,????any offers by potential partners and may, at its discretion, enter into no CRADAs or multiple CRAD As. Selection of a partner proposal will be based on the Government??????s determination that the proposed concepts, processes, or products can be adequately tested and evaluated under the parameters and limitations of of best fit for one or more of the e xperiments. .
