Description
The U.S. Fish and Wildlife Service (FWS) intends to issue a Request for Proposals (RFP) for treatment of non-native plants (exotics) on its lands in Florida. Types of exotics include melaleuca, Brazilian pepper, lygodium, Old World climbing fern, mimosa, Australian pine and cogon grass. The total list includes 68 species and will be made available with the RFP. There are 28 National Wildlife Refuges and 1 National Fish Hatchery where treatment may be ordered. Treatment may include ground treatment, airboat application, and aerial application. Qualifications include a ground crew supervisor certified by the Florida Dept. of Agriculture and Consumer Services in the Forestry, Right-of-Way, Aquatic or Natural Areas Manager pesticide categories. Such certification must be obtained within six months of contract award. Contractor must have five years of experience in field identification and current control technologies of aquatic and land invasive exotic plants common to Florida; knowledge of ecological principles related to vegetation management, knowledge of data organization and global position mapping (GPS) techniques, ability to operate and do field maintenance of vehicles, spray and mechanical removal equipment. This is a small business set aside with an NAICS code 561730 and a size standard of $6 million. The intent is to award multiple IDIQ contracts for a one-year base period with 4 one-year options. The tentative RFP issue date is June 21, 2004. The RFP documents will be available electronically on the Federal Business Opportunities web site at http://fedbizopps.gov. Paper copies WILL NOT be available. Registration with the FWS for Electronic Commerce (EC) at the National Business Center (NBC) website http://ideaec.nbc.gov will also be required. Prospective offerors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov in order to be eligible for award. CCR help is available at 1.888.227.2423. CCR registration requires applicants to have a DUNS number which can be obained free of charge from Dun and Bradstreet at (800) 333-0505 or at http://dnb.com. Once the solicitation is posted, it is up to the intereseted parties to review this site for any updates/amendments.
