- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Military Sealift Command?s (MSC) requirements request services to perform the following work required. (SEE STATEMENT OF WORK). This requirement is totally set-aside to small business. Only written (fax or email) proposals will be accepted. Firmed Fixed Price proposal must be received no later than 3:00 PM, 07 June 2004. POINT OF CONTACT: Michael Jones, at 619-524-9763, Fax: 619-553-7695, e-mail: michael.r.jones1@navy.mil Statement of Work: Provide services of a Qualified Marine Repair Contractor to perform the following work in close cooperation with vessel?s Chief Engineer and Chief Mate on removing from service, shop repairing/overhauling a total of thirteen (13) salt water service Ballast and Ballast Stripping Valves**: a) No more than three (3) valves are to be removed and out of service at a time as Ship directs. Ship is afloat, associated sea valves must be insured closed, lines being full of salt water drained, and lines bolted blanked to Chief Engineer?s satisfaction until overhauled valve(s) returns. b) Gate Valves are to be lapped and if required, skim cut, shot blasted and epoxy coated inside & out c) Butterfly Valves, new internal parts as required, shot blasted and epoxy coated inside and out. d) Valves are to be hydrostatically shop tested to 100psi/ 5 min in the presence of Chief Engineer or his crew designee to his satisfaction before returning to ship and reinstalled in proper place. e) New gaskets and fasteners with anti-seize compound are to be provided on reinstallation. f) All above work to be done to Chief Engineer?s Satisfaction. (All valves involved to be clearly marked and identified by Chief Engineer) ** Four (4), ten (10?) inch rising stem Gate Valves. Three (3), eight (8?) inch rising stem Gate Valves Six (6), eight (8?) inch Butterfly Valves. Vessel Availability: Presently, however, Contractor must always keep in mind that USNS Mercy is a Hospital Ship and with exception of periodic 2-3 week Voyage repair periods, must be able to sail away to action within five (5) days when so ordered by Navy.
