Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FA4621-04-Q-0038 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-22 & 23. This acquisition is reserved for small businesses. The associated NAICS code for this acquisition is 332322. McConnell AFB KS plans to acquire the following items: 22 each Rack, large tire, to hold four to five KC-135R main tires. Walls and drop down door constructed of 40 inch high screen made from flattened expanded metal welded to 2 inch x 2 inch square steel tubing made from at least 7 gauge plate. All support tubing is welded to main flooring which is made from at least 12 gauge hot roll plate sufficient to support built up tires and have fork lift tubes welded to bottom of floor. Inside flooring shall have indentation large enough to accommodate the bottom of tire to prevent tire rolling movement. Door has quick release pins, one each per side of door, that are 3/8 x 2.6 inches and connected together by nylon coated lanyard that is used to release door latches. Release latches are located near top of door when closed and latch to 90 degree angle made from gauge steel. No casters required on racks, overall size: 84 inches long, 51 inches wide, 65 inches high. Entire rack to be painted flat black with rust preventive paint. The following provisions in their latest editions apply to this solicitation: FAR 52.212-l, Instructions to Offerors, Commercial. FAR 52.212-2, Evaluation, Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor will be used to evaluate offers: Price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3, Offerors Representations and Certifications, Commercial Items (offeror shall include a completed copy as part of their quote. A copy of the Offerors Representations and Certifications may be obtained from http://farsite.hill.af.mil). FAR 52.212-4, Contract Terms and Conditions, Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders. Additional FAR clauses cited within the above clauses, which are applicable, will be incorporated into the solicitation and the resulting contract. Award will be made to the most responsive offeror proposing the items determined to be the most advantageous to the government in accordance with the evaluation factors listed above. FOB shall be Destination. Award can only be made to contractors registered in Central Contractor Registration (http://www.ccr.gov).
