- The SPAWAR Systems Center Charleston intends to award a $300,000 Research and Development (R&D) sole-source contract to Torrey Pines Logic, Inc. in support of the Office of Naval Research's Tech Solutions Program. Torrey Pines Logic, Inc. will develop a small PCB with an embedded multi-chip LED (L970) that will act as an attachment to the Big Eyes binoculars. They will develop advanced beamsplitters and high power LED. They will develop a light communications system using inexpensive IR LEDs with a range of up to 5 mi with standard Navy issued equipment. To further increase usefulness of the product they also will investigate the possibilities of communication as non-line-of-sight, i.e. by reflection off the target. Torrey Pines Logic, Inc. is the only source capable of performing this work because of the expertise in this field. This action is a result of an unsolicited proposal.
