Description

This notice serves as a synopsis for the upcoming solicitation number FA7000-04-R-0058, for the purchase of the USAFA Cadet PARADE UNIFORM (jackets, slacks and trousers). The parade uniform is a made to measure, made to USAFA specification, using Government Furnished Material (GFM) with some materials furnished by the contractor (e.g., thread, lining materials, etc.). The parade uniform shall be manufactured in accordance with specification CU 140-09, 18 November 2002 (Parade Jacket, Men's); CU 2120-03, 18 November 2002 (Parade Jacket, Women's); CU 2130-01, 4 June 2003 (Slacks, Women's); and CU 260-08, 14 November 2002 (Trousers, High Rise, Men's). The parade uniform will be measured and issued as a set (i.e., jacket and trousers or slacks). This will be a requirements type contract with first year’s performance commencing 01 July 2004 or the date the contract is awarded. Estimated quantities 1150 each men's parade jackets, 250 each women's parade jackets, 1887 pair of men's parade trousers, 450 pair of women's parade slacks. The quantities listed are estimated quantities that will apply for the base year and are estimated to remain the same for the four option year periods. Manufacturing of approximately 150 men's jackets, 25 women's parade jackets, 100 pairs of men's trousers, and 25 pair of women's parade slacks may be ordered during the base year and the four option years as FILL-IN orders (to restock USAFA inventory). Measurements for each USAFA cadet are taken in September. Delivery FOB destination to USAF Academy CO 80840 not later than 29 December each year. While price will be a significant factor in the evaluation of offers, the final contract award will be based on BEST VALUE, with past performance being significantly more important than price. Request for Proposal FA7000-04-R-0006 will be available on or about 29 March 2004. No telephone requests for this solicitation will be allowed. The solicitation is only available for download via the Federal Business Opportunities website. The NAICS numbers are 315191 and 315211, and the Business Size Standard is 500. Once the solicitation is issued, offers are to be sent to the Operational Contracting Office, 8110 Industrial Drive, Suite 200, USAF Academy, CO 80840-2315, no later than 26 April 2004, by 4:00 P.M. Mountain Time (or not later than the date/time in BLOCK 8 of the SF1449, the solicitation). A subcontracting plan will be required from large businesses (those having more than 500 employees).
