Description
Title: Security Services for Afghanistan. Location: Afghanistan The Afghanistan Engineer District intends to issue a security service contract. This Pre-solicitation notice is for an Indefinite Delivery Indefinite Quantity contract to provide security services in Afghanistan. The contract will require the contractor to provide armed escorts for up to one-year from safe houses to construction sites; guards at safe houses and armed escorts for site visits throughout Afghanistan. The contractor will be required to have lightly and heavily armored vehicles, automatic weapons, safety gear, ammunition, western and regional trained personnel. The armed escort to construction sites will be for six days a week from safe houses to construction sites at three locations. The Corps of Engineers will require two or possibly three armored vehicles with two armed guards per vehicle for 10 to 12 months for each construction site. Each construction site will have a safe house where Corps of Engineers workers will reside. At each safe house, the contractor will be required to provide six guards. Two who will be on duty at any given time. The contractor will also be required to provide armed escorts to accomplish short and medium term construction projects and/or conduct site investigations for future work. These guards could be required on a daily, weekly or monthly basis. The contract will be limited to companies based in the United States. The solicitation will be posted on or about 14 June 2004. The solicitation will be posted at http://www.mvn.usace.army.mil/EBS_Contracting/index.asp. The contract award will be a best-value procurement based on experience and costs. The due date for prop osals will be two weeks after the solicitation is posted. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR).
