Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. On behalf of the Assistant Secretary of the Army, Installations and Environmental (ASA (I&E)), the Defense Contracting Command-Washington (DCC-W) is seeking competitive quotes, NAICS 516110 . This announcement constitutes the only solicitation; a written request for Quotes will not be issued. This procurement is for the subject subscriptions. Offerors must be able to fulfill this entire requirement; partial coverage will not be acceptable. Th e electronic subscription services for the following regulatory and statutory databases on the Web has an approximate 6,000 to 8,000 potential pool of users and must provide the following: CAB ABSTRACTS is a bibliographic database compiled by CAB International. It covers the significant research and development literature in the fields of agriculture, forestry, aspects of human health, human nutrition, animal health, and the management and c onservation of natural resources. MEDLINE is the National Library of Medicine's (NLM) premier bibliographic database covering the fields of medicine, nursing, dentistry, veterinary medicine, the health care system, and the preclinical sciences. MEDLINE contains bibliographic citations and author abstracts from more than 4,000 biomedical journals published in the United States and 70 other countries. The file contains over 10 million citations dating from 1966 to the present. Coverage is worldwide, but most records are from English-language sources or have English abstracts. AGRICOLA (AGRICultural OnLine Access) is a bibliographic database of citations to the agricultural literature created by the National Agricultural Library and its cooperators. Production of these records in electronic form began in 1970. The records descri be publications and resources encompassing all aspects of agriculture and allied disciplines, including animal and veterinary sciences, entomology, plant sciences, forestry, aquaculture and fisheries, farming and farming systems, agricultural economics, ex tension and education, food and human nutrition, and earth and environmental sciences. Unlimited access rights shall be granted to the secure customer base of the DENIX (Defense Environmental Network & Information eXchange) user community to access the publication mentioned (above). The DENIX user will access the CAB ABSTRACTS database and t he MEDLINE database from a protected area within DENIX. The DENIX user will be a DoD employee with a valid login and password to the DENIX system. The DENIX user shall be permitted to download information to the user's remote workstation or personal comput er. The information access point from within DENIX will be restricted to DoD military and civilian personnel with valid DENIX logins and passwords. Those DoD contractors who require access to this information as part of their job function for DoD will fill out a form that is retained by the DENIX staff that states that the access is granted for work within the scope of their DoD contract, and is not to be used for their personal use or for the use of their company. The access to the CAB ABSTRACTS database w ill consist of a three (3) concurrent user license. Up to three (3) DENIX users may access the CAB ABSTRACTS database at any one time. The vendor will provide a set of 10 possible login/password combinations for possible use in the three (3) concurrent ses sions. An attempt to access the database by a fourth user (when three users were accessing the database) would be denied. The vendor will provide an interface page to the suite of databases (CAB ABSTRACTS, MEDLINE, and AGRICOLA for the DENIX user to selec t from. The vendor will permit an integrated search of u p to five (5) selected datasets from the combination of the CAB ABSTRACTS, MEDLINE, and AGRICOLA databases and sub-databases. DENIX staff will maintain an audit of monthly usage by individual user login for this subscription service as it is accessed on DE NIX. This information will be shared with the vendor. PERIOD OF PERFORMANCE: Access to the CAB ABSTRACTS, MEDLINE, and AGRICOLA databases, and the integrated search across the CAB ABSTRACTS, the MEDLINE, and the AGRICOLA databases shall be provided for a period of 6 months (25 July 2004 ?????? 24 January 2004 ) with one 6-month option to be exercised at any time between award date and prior to expiration. The information required shall be accessible via the WWW (URL) provided by the vendor for posting within the secure area of DENIX. The following FAR Part 12 clauses apply: 1) FAR 52.212-1, Instructions to Offerors Commercial Items (no additional instructions other than noted above); 2) 52.212-2, Evaluation of Commercial Items (Technically acceptable means proposals must meet all requi rements, Low Cost); 3) 52.212-3 Offerors Representations and certifications Commercial Items. NOTE: A COMPLETED COPY OF THIS PROVISION MUST BE SUBMITTED WITH OFFEROR; 4) 52.212-4, Contract Terms and Conditions; 5) 52.212-5 Contract Terms and Conditions Req uired to Implement Statutes of Executive Orders-Commercial Items. Additional terms, 52.217-9, Option to Extend the Term of the Contract (Contracting Officer may exercise the option at any time upon written notice to the contractor of intent to extend at le ast 10 days before the contract expires). Contractor must be registered in the Central Contractor Registration (CCR). Questions pertaining to this RFQ will be answered until the close of business, 10 June 2004.
