Description

GENERAL: This announcement is for the purpose of soliciting names of United States construction firms, International Construction Firms and Joint Ventures interesting in submitting an offer on the below described project. To be considered a United States construction firm, the firm must: be incorporated in the US; have its corporate and employment tax returns in the US for a minimum of two years (if required); has filed State and Federal income tax returns for two (2) years (if required)and has pai d taxes as a result of these filings; and the firm employs US citizens in key management positions. A Constructin Surety will be required. The magnitude of this project is between $5,000,000.00 and $10,000,000.00. PROPOSAL BID PERIOD: This solicitation is tentatively scheduled for release on or about 30 July 2004 and the proposal due date is tentatively scheduled for 14 September 2004. Do not send a second request if this solicitation is delayed. PROJECT SCOPE: T his project will provoide a new Tanker Transport Offloading Facility (TTOF) to receive jet fuel. The facility will include pavements/parking/maneuvering for large fuel trucks;ten transport truck unloading stands;an administration/filter building with break room, latrines, pumps, motors, tanks, and controls. PROPOSAL PROCEDURES: This solicitation will be released to Construction Contractors only and not to suppliers or plan rooms. Firms interested in submitting a proposal request must send a written reques t with the following information to Ms. Robyn Ratchford at @robyn.ratchford@usace.army.mil or on fax number 540-665-4033. The request shall include solicitation number, company name, address, fax and telephone numbers, email address and point of contact. At a minimum, proposals will be evaluated in the areas of (1) reasonableness of price;(2) past performance;(3)experience a nd (4) management capability. In accordance with DFARS 252.236-7010, offers from firms that do not qualify as US Construction firms will be evaluated by adding 20% to price proposal for evaluation purposes only. Joint ventures with a US firm will be eval uated as a US firm.
