Description

The Naval Air Systems Command intends to procure four Programming Adaptor Units (P/N AE003766-01) to update software resident in the High Integration Air Data Computer (HIADC), PN 50-155-01, for the C-130, VP/UP-3, H-46 and H-53 aircrafts from Meggitt Avionics of Fareham, England. The programming adaptor units will allow updated software that corrects data validity dropout errors occurring on the H-53 aircraft during low-speed flight to be loaded into the HIADC. Meggitt Avionics is the sole designer, developer and supplier of the Programming Adaptor Units and the HIADC, and as such, is the only source that has access to the necessary proprietary data to fulfill the Government's requirement. The Government conducted an analysis and has determined that it would be cost-prohibitive for the Government to procure adequate rights in the proprietary data necessary to enable competition of this requirement.
