- Description
- The objective of this procurement is for a contractor to furnish the qualified personnel, facilities, instructional materials, and services necessary to prepare and teach the ?Emergency Diesel Generator Course? as ordered by the U.S. Nuclear Regulatory Commission (NRC). The contractor is to provide NRC inspectors and other technical personnel with information and hands-on experience covering the operation and maintenance of emergency diesel generators. Primary emphasis should be placed on diesel generator sets utilized at nuclear power plants for emergency power. The course will be held at the contractor?s facility and the facility will be equipped with the necessary emergency diesel generator set(s) to support this training. The NRC reserves the right to visit the offeror?s training facility prior to a contract award. Periodically, unique or one-time training needs may arise. In some cases, these needs may necessitate training to commence with relatively short advance notice (30 to 60 days). Specific delivery orders will be defined through the issuance of individual delivery orders for this procurement. The proposed contract will be for one (1) year with four (4) one-year options. The Request for Proposal (RFP) will be available on or about June 28, 2004. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov and any future solicitation amendments will also be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, telephonic and written requests for hard copies of the RFP should not be sent and will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this procurement is an average $4 million over the past three years, as set forth under NAICS Code 541330. Proposals for this requirement may be submitted by all concerns (i.e., large businesses, small businesses, and small businesses owned and controlled by socially and economically disadvantaged individuals). Notice to large businesses: The subcontracting plan requirements of P.L. 95-507 are applicable to this effort. Thus, all large businesses must be prepared to submit a detailed subcontracting plan. All businesses, large and small, interested in teaming arrangements, should send their business information (i.e., organization name, address, size of business, contact name and phone number) to the NRC Contract Specialist listed at the end of this notice. The NRC will post this information in a Teaming Opportunities list with the solicitation. In order to allow the Contract Specialist time to finalize the Teaming Opportunities list and post it at the same time the solicitation is posted, all business information shall be received no later than June 23, 2004, at 4:00 p.m. All parties are advised that this list is not representative of all sources that may have an interest in the solicitation, which is available on the FedBizOpps website.
