- AMENDMENT 5: The new closing date is 3 June 04 at 1500 hrs due to clarifications on previous questions. Question 1: Both terminations of the power cable must be defined. At the unit proper, the choices are to hard wire the cable conductors into a power block OR provide a built in receptacle to accept a plug mounted on the cable. Typically, the opposite end of the cable would also have a plug that mates with the receptacle on the generator. It would also be possible to hard wire the connection to the generator or a separate junction box. There are almost an infinite number of plug and receptacle configurations available. The length of the cable also must be specified. Answer 1: As I do not know the correct field configuration of the generators to air conditioner units, the customer has stated that no less than 25 ft and no more than 50 ft is ample. In regards to the power cable it will be twist lock on one end and pig tail on the other to allow for junction box and genrator attaching. The generators to be used Qusetion 2: Your response to the duct length question is concerning. Ducts are not part of the solicitation but their length is necessary to properly calculate the total cooling load. Please confirm that ducts are not part of the unit configuration. Answer 2: Correct, ducts were not part of the original solicitation, however, I did not want to limit the requirements and leave some discretion and vendor knowledge to this task. As the air conditioners will be placed outside of the tent and in talking with the customer, 15ft is ample enough duct work. Question 3: The cited factor of 400 SF equating to one (1) ton or 12,000 BTUH is somewhat simplistic and not appropriate for calculating the BTUH needed for this application. Did you review our cooling load data submitted 25 May? The ENTIRE surface area of the tent must utilized. The totals needed for the two sample sizes referenced are accurate at your design conditions. They should be adjusted based upon occupancy.( We used ten people in both examples )Answer 3: Yes the data was reviewed, however I cannot confirm how many people will be sleeping in the tent. I assume no more than 15 personnel at any one time. Also I do not know the total surface area. It is my belief that the previous stated square footage is as close to accurate as the tents are close to 10 ft high on the inside. Question 4:We respectfully request a further extension for clarification insuring fully comparable offers. Answer 4: You will be given until 1200hrs on 3 Jun for this extension. Question 5: We assume that the Army is requesting self contained package heat pumps rather than split systems? In a split system, there is a separate air handler connected to the heating/cooling unit; in a self contained package, everything is contained in the single unit which should work better in tents. Is this correct? Answer 5: Correct, self contained Question 6:Is the total qty requested 28? Answer 6: Yes. Question 7:Does the Army have a desired efficiency rating for the equipment (for instance: 10 SEER, 12 SEER, 14 SEER, etc.)Answer 7: No the Army has not specified. Question 8: Are there any special specifications of the paint? Answer8: At a minimum it should be desert tan in color, non reflective. There are MILSPEC paints on the market, but this type of paint has not been specified for this solicitation.Question 9: Are standard wood skids acceptable for the equipment or are there specifications on them as well? Answer 9: The type of material for the skids has not been specified, however, a metal type skid is more desirable. Question 10: A 30 amp draw will allow a 5kw heat strip in the units. We think that is sufficient to meet the requirement as we understand it. Does the Army have a different view? Answer 10: No. Question 11: 28,800 btu is just below a 2.5 ton unit (30,000btu). Would a 2.5 ton unit at this btu be acceptable? Answer 11: Yes Question 12: Does the Army know of any special filtration needs for the units? (For instance, for sandy conditions)Answer 12: No special filtrations have been requested, however, keep in mind that these units will be used in sandy conditions. These filtration units are desirable but not a must. Question 13: Is the due date on quotes 1 June? If so, we would like to request an extension through 7 June to allow time for the Government to answer these questions and to incorporate answers into our response.Answer 13: The extension is for 1200hrs on 3 Jun 04. The US Army Special Operations Command (USASOC), Fort Bragg, North Carolina has a requirement for 28 skid mounted, heating/air conditioning units. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes must reference the Request for Quotation number W81XRH40892006. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-23. The North American Industry Classification System Code (NAICS) is 333415. Size Standard is 750 employees. This requirement is 100% set aside for small business. REQUIREMENT: 28 heating/air conditioning units (ECUs). Units shall accept single phase power and have at least a minimum rated cooling power of 6 tons, shall be skid mounted and painted desert tan in color and adaptable to all military tent systems, a minimum of 2 ? ton capacity commercial self contained heat pump, a minimum cooling capacity rating of 28,800 BTU and a minimum heating capacity rating of 27,400 BTU. Unit requires, 208/230 volt 1 phase power requirement, 30 amp average draw at start up (heating or cooling mode), 10-amp average draw while operating (heating or cooling mode) without heat strips, 30 amp average draw while operating with heat strips. The weight of each individual unit should ideally be no more than 300 lbs. The ideal dimensions are 56?L x 24? W x 27?H as to allow for transport by military air. The motor needs to be totally enclosed, permanently lubricated condenser fan motor. Energy efficient compressor with internal relief valve. The cabinet shall be heavy gauge galvanized steel. ECU must have at least a 30-amp integrated circuit breaker and 14 inch round supply and return air collars to receive ductwork. Units shall have a cable power connector installed and an internal recessed rheostat for heating and cooling control/return air duct thermostat sensor. Units should require only minimal maintenance such as cleaning. Contractor shall provide commercial maintenance manuals where available. DELIVERY/ ACCEPTANCE: The vendor shall deliver the heating/air conditioning units to the designated shipping address located on Ft. Bragg proper. A government point of contact for coordination will be provided at the time of contract award. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: It is the contractor?s responsibility to be familiar with the provisions and clauses contained herein. Full text clauses are available at farsite.hill.af.mil. The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1 Instructions to Offers-Commercial Items; 52.212-2 Evaluation Commercial Items, with the following evaluation factors inserted in paragraph ?a? of the provision: ?Quotes will be evaluated as to price, technical evaluation and past performance. Award will be made to the lowest responsive quote from a responsible bidder submitting an offer found to be most advantageous to the government?; 52.212-3 Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement (DFARS) 252.212.7000 Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their bid.
