- The solicitation will be issued electronically on the FEDBIZOPPS web page on or about JUNE 17, 2004, at http://www.eps.gov/. Please sign up for the Auto Notification service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. THIS COMMERCIAL ITEM REQUIREMENT IS SET-ASIDE FOR HUBZONE SMALL BUSINESS CONCERNS AND WILL BE EVALUATED USING PAST PERFORMANCE AS THE MOST IMPORTANT EVALUATION FACTOR. Provide all labor, material and equipment necessary to perform drydock repairs to the USCGC STINGRAY (WPB-87305) including but not limited to the following Base and Option items: (1) Welding Repairs; (2) Clean Fuel and Waste Oil Tanks; (3) Align Main Engine; (4) Remove, Inspect, and Reinstall Propeller Shafts; (5) Straighten Shaft; (6) Water Lubricated Shaft Bearing Inspection; (7) Remove and Reinstall Propellers; (8) Perform Minor Propeller Reconditioning; (9) Preserve the Transducer Hull Ring and Renew the V850 Depth Indicating Transducer; (10) Overhaul and Renew Valves; (11) Remove, Inspect and Reinstall Rudders; (12) Preserve Weather Decks; (13) Preserve RIB Notch Wet Deck and Stern Door Interior Surface; (14) Preserve Underwater Body; (15) Preserve Freeboard; (16) Modify and Renew Cathodic Protection System; (17) Provide Temporary Logistics; (18) Routine Drydocking; (19) Renew Capastic Fairing; Composite Labor Rate; GFP report in accordance with the solicitation; and Laydays. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The vessel is an 87 Foot Patrol Boat. Vessel's homepier is located in Mobile, Alabama. All repairs are to be performed at the Contractor?s facility. The place of performance for this vessel is geographically restricted from Brownsville, Texas, to Shallottee Inlet, North Carolina. The performance period is FORTY-TWO (42) calendar days beginning on or about October 4, 2004. Funds are available for this procurement. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. All responsible HUBZone Small Business Concerns may submit an offer, which shall be considered by the United States Coast Guard.
