General Information Document Type: Presolicitation Notice Solicitation Number:NRCS-6526-NE-008 Posted Date:July 2, 2004 Original Response Date: July 07, 4004 Original Archive Date: August 1, 2004 Current Archive Date: Classification Code:C -- Architect and Engineering Services Contracting Office Address Department of Agriculture, Natural Resources Conservation Service, Nebraska State Office, Federal Building Room 152, 100 Centennial Mall N., Lincoln, NE, 68508-3866 Description The Natural Resources Conservation Service (NRCS) is soliciting SF-254s and SF-255s for an Indefinite Delivery Indefinite Quantity (IDIQ) Engineering services contract for wetland restoration work within the state of Nebraska. Multiple awards may be made. The contract will include one base-year and four option-year periods. Work under this contract is subject to satisfactory negotiation of individual task orders. The price of any single task order shall be at least $5,000 but shall not exceed $150,000. The maximum order amount for each contract period (base-year and each option-year) shall be $300,000. The guaranteed minimum task order shall be $5,000 for the basic period only. There shall be no guaranteed minimum for the option periods, if exercised. Task orders include performance of all operations necessary to perform preliminary and final engineering designs, construction contract administration and construction oversight activities for wetland restoration projects and other conservation practices associated with habitat and/or plant community restoration based on planning background information. Design activities consist of but are not limited to all of the following: topographic surveys, design surveys, design documentation of wetland restoration, enhancement and creation project features which includes any structural and vegetation components of the project, prepare construction specifications, prepare construction plans (drawings), prepare cost estimates, design and quantity computation checks and certifications, prepare operation and maintenance plan, and prepare design folders for the project. Construction contract administration activities consist of but are not limited to the following: soliciting for construction contract bids for the project which may include a site showing, formal bid opening session, construction contract award to the apparent qualified low bidder, and prepare partial and final construction payment documents. Construction oversight activities consist of but are not limited to construction layout, quality assurance inspection, checkout, and certification of the project. The typical project could require knowledge and experience in wetland hydrology, wetland soils and wetland vegetation, surveying, earth embankments, water control devises/structures which may include gates, stop logs or other water level management devises, reinforced concrete structures or sheet pile structures, construction contract administration and quality assurance activities associated with the design and construction of riverine, floodplain and depressional wetland restoration, enhancement and creation and herbaceous seeding, tree planting and/or plant community restorations. The firm will be required to perform and document engineering design activities in accordance with NRCS standards and certify that all designs meet NRCS standards. NRCS standards and documentation requirements can be found in the NRCS Field Office Technical Guide and technical guidance can be found in the Nebraska Biology Technical Notes, National Engineering manual, Technical Releases, and other National Engineering Handbooks. It is preferred that all drawings will be computer generated in .pro or .dwg format. Electronic text documents will be generated in MS Word format. Electronic copies and original hard copies of all project deliverables are to be furnished to NRCS. PRESELECTION CRITERIA: Firms must meet the following criteria in order to be considered for an award under this requirement: (1) Have a minimum of one engineer employed on a full time basis. The engineer must be a Registered Professional Agricultural, Civil or Environmental Engineer in the state of Nebraska and have a minimum of five (5) years experience in engineering designs and construction oversight of wetland restoration projects. (2) Associated with or have on staff a minimum of one technical support employee with a minimum of five (5) years experience in engineering surveys and construction inspection of wetland restoration projects. (3) Associated with or have on staff a minimum of one agronomy, biology or range professional with a minimum of five (5) years experience in herbaceous seeding, tree planting and/or plant community restoration. (4) Associated with or have on staff a minimum of one contract administration specialist with a minimum of five (5) years experience in construction contract administration. SELECTION CRITERIA: Firms meeting the pre-selection criteria will be evaluated and ranked using the following selection criteria: (1) Specialized experience and technical competence in the type of work required (40%). Evaluation will be based on the extent of directly related experience in performing engineering designs and construction oversight of riverine, floodplain and depressional wetland restoration projects as described above which includes structural and vegetation components of the restoration. Evaluation will also be based on the extent of experience in contract administration of construction contracts as described above. Consideration will be given to those firms with knowledge of and direct experience with the NRCS Wetlands Reserve Program. Evaluation will include experience in hydrologic and hydraulic design, engineering surveys, herbaceous seeding, tree planting, and/or plant community restorations and construction inspection of wetland restoration projects and construction contract administration. Examples of work shall be documented for review, as well as a description of the type work performed. These work descriptions will be evaluated based on documented complexity of work performed. (2) Professional qualifications necessary for satisfactory performance of required services (20%). Evaluation will be based upon the number of qualified personnel and their knowledge and level of experience associated with the requirements above, and their availability to perform work on this contract. (3) Capacity to accomplish the work (20%). Evaluation will be based upon the number of personnel available in the disciplines described above, the quantity of existing work under contract, and the schedules for completion of the existing work. (4) Past performance on contracts with government agencies and private industry (20%). Evaluation will be based upon the firm?s past experience with other government agencies and the private sector in performing the requirements described; the quality and timeliness of performance under previous contracts. Firms which meet the requirements described in this announcement, are invited to submit four (4) copies each of a Standard Form 254 (Architect Engineer and Related Services Questionnaire), Standard Form 255 (Architect Engineer and Related Services Questionnaire for a Specific Project), and any other information relative to the selection criteria to the contracting office address listed above to the attention of the Contracting Officer by the close of business July 07, 2004.
