Description
This is a combined synopsis/solicitation. Please see the files uploaded as part of this announcement. The U.S. Department of Education (ED), Federal Student Aid (FSA) is conducting a competitive procurement for a Front End Business Integration (FEBI) initiative to align its business processes with its strategic objectives. FSA?s strategic objectives are to provide integrated and accessible information to its customers enabling their effective and efficient interaction with FSA; and, to sustain financial controls that ensure program integrity. FSA?s requirements are described in the FEBI Statement of Objectives (SOO). ED is conducting the procurement competitively using a two-phase procedure, in accordance with applicable Federal procurement laws and regulations and Federal Student?s procurement flexibility statute (20 U.S.C. 1018a(d)). ED completed Phase I (see http://www.febi.ed.gov) and is issuing the attached Request for Proposals (RFP) to the offerors selected in Phase I. Proposals will only be accepted from Accenture LLP and Pearson Government Solutions. However, others, especially small businesses are encouraged to contact the two prime contract offerors about subcontracting opportunities. Contact information is provided below. Proposals under Phase II are due at 4:30 p.m. EST on July 6, 2004. Useful information to assist offerors and potential subcontractors, including questions and answers and an electronic public library, may be found on the FEBI website http://www.febi.ed.gov. All questions or comments should be e-mailed to FEBI.competition@ed.gov. Contact Information for Potential Subcontractors Proposals for FEBI Phase II will only be accepted from Accenture LLP and Pearson Government Solutions. However, others, especially small businesses, are encouraged to contact the two prime contract offerors about subcontracting opportunities.
