- This is a Department of Defense public announcement for a standard competition to be performed in accordance with OMB Circular A-76, 29 May 2003, by the US Army Corps of Engineers (USACE). POC is Ray Navidi, USACE Competitive Sourcing Manager; Solic itation Number: W912DR-05-R-0001; Classification Code: D ?????? Information Technology Services, Including Telecommunication Services; Contracting Office: US Army Engineer District, PO Box 1715, Baltimore, MD. The commercial activities being competed ar e all USACE Information Management and Information Technology (IM/IT) services located in the Continental United States (CONUS). USACE IM/IT services for the Gulf Region Division and Far East, Korea, and Europe Districts are excluded from this standard competition. The USACE IM/IT services include Information Resources Management (IRM), Information Assurance (IA), and the Information Mission Area (IMA) as well (1) automation services and systems support, (2) communications services and systems suppor t, (3) information assurance service and support, (4) record management services and support, (5) printing and publication services, (6) visual information services, and (7) IM/IT Administration and Management. The incumbent service providers that will be impacted by this standard competition are approximately 1,300 DOD civilian employees and 550 service contracts. A list of the service contracts can be found on the Baltimore District website under the solicitation number at https://ebs.nab.usace.army.mil . To comply with our statutory obligations and OMB Circular A-76 public-private competition procedures for conducting a standard competition, an agency tender will be submitted in response to the solicitation that will be issued in the near future.. Pros pective private sector and public reimbursable service providers are also encouraged to respond when this solicitation is issued. As required by the circular, the standard competition??????s performance decision will determine the selected service provide r. This public announcement does not obligate the Government to award any contract; however, a contract may or may not be awarded to a private sector source depending on this standard competition??????s performance decision. The Department of Defense Comp etitive Sourcing Official (CSO) is Mr. Raymond F. DuBois, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official (CCSO) for the United States Army is Mr. Geoffrey G. Prosch, Acting Assistant Secr etary of the Army (Installation & Environment). The CCSO has delegated selected standard competition responsibilities to MG Robert H. Griffin, Deputy Commanding General, USACE. The contracting officer and agency tender official for this standard competit ion are Dr. James J. Rich and Mr. Stephen Coakley, respectively. No response to this public announcement is required. NO SOLICITATION HAS BEEN DEVELOPED OR IS AVAILABLE AT THIS TIME. Comments will be solicited when the draft RFP is issued in November 20 04. Another notice will be issued when the USACE issues the RFP. The date of this public announcement is the official start date for this competition and the projected end date of the competition is November 29, 2005.
