Description
This is a Sole Source Procurement, a follow on for additional work for Contract DACW29-03-P-0132. The Changes. All of the following changes apply to the original Scope of Work, in the original contract. 1. General. The Architect-Engineer (A-E) shall furnish all services, materials, supplies, plant, labor, equipment, superintendence, travel and coordination as required to provide engineering during construction (EDC ) services, during construction of the Jefferson Parish Pumping Station No. 2 enlargement on the Suburban Canal, including preparation of modifications, review of construction contractor submittals, construction site visits, redesign of the engine cooling system and furnishing back flow capabi lities. 5. A-E Responsibilities for Engineering During Construction (EDC). 5.1 Item No. 0001 - Modifications. The A-E shall be responsible for all engineering and P&S revisions required during construction of the project which are necessitated by different site conditions, difficult pile driving conditions, inadvert ent errors and omissions in original contract documents or a project feature design change determined during construction. If the revision is due to an inadvertent error or omission, the corrections shall be done at no additional cost to the Government. The A-E shall coordinate all design changes with the Government. Modified plans and specifications shall be submitted to the Government in an expeditious manner to avoid delays to the Contractor in constructing the project. Revisions to the specification s shall be submitted by the A-E with 1 typed copy and one electronic copy on disk. Revisions to the plans shall be submitted by the A-E with 1 half-scale reproducible vellum and 1 full-size reproducible vellum per changed plan sheet. A responsible offici al of the A-E shall sign all amended plan sheets. A registered professional engineer shall stamp all amended contract drawings. The following number of modifications are anticipated: (1) - Civil Modification (1) - Structural Modifications (1) - Mechanical Modifications (1) - Electrical Modifications 5.2 Item No. 0002 - Construction Contractor's Submittals. The A-E shall review all submittals from the construction contractor, which require Government approval or request consideration of an alternative design of any aspect of the project. The A-E shall review and return all submittals within no more than fourteen (14) calendar days of their receipt. Items to be reviewed shall include, but not be limited to, shop drawings, temporary retaining structures, O & M Manuals, miscellaneous design s, change proposals, and value engineering proposals. All comments and recommendations for approval, disapproval, clarification, re-submittal, etc. shall be coordinated with the Government. The Government will issue the final approval/disapproval of all submittals to the Contractor. The following number of submittal reviews are anticipated: (1) - Civil Submittals (2) - Structural Submittals (3) - Mechanical Submittals (2) - Electrical Submittal (1) - Architectural Submittals 5.3 Item No. 0003 - Construction Site Visits. During the construction period, the A-E shall be required to make at least 6, but not more than 12 visits to the construction site, when requested by the CO or his authorized representative, to di scuss the ongoing construction. During these visits, the A-E shall meet with Government and construction contractor representatives and answer questions that have arisen during the construction work and offer advise regarding the completion of the project . These site visits are in addition to any which may be necessary to correct design errors and/or omissions. The A-E shall send persons having the expertise requested by the CO. The number of persons sent on each of these site visits shall be held to th e minimum necessary and will be subject to the CO's approval. 5.4 Item No. 0004 ?????? Backflow System. Engineering and drafting services to provide the ability to backflow water from Lake Pontchartrain into the Suburban canal. The backflow system shall be similar to that currently in use at Duncan Pumping Statio n No. 4 and the Whitney- Barataria Pumping Station. 5.5 Item No. 0005 - Cooling System. Engineering and drafting services to change the keel cooling system currently shown in the plans and specifications to a radiator cooled system. The design shall include an investigation of using a multiple fan radia tor. 6. Performance of Work. The A-E shall furnish sufficient technical, supervisory and administrative personnel at all times to ensure execution of the work in accordance with the requirements of this scope. The A-E shall also prepare and maintain an effec tive quality control program that will assure that all services, designs and drawings, required by this work are performed, reviewed and provided in a manner that meets professional engineering quality standards. All work will be accomplished with adequat e internal controls and review procedures to minimize conflicts, errors and omissions, to ensure technical accuracy and coordination of all written material, drawings, illustrations and other documents and to ensure consistency in nomenclature and manner o f presentation. EDC shall extend for 300 calendar days and shall commence upon receipt of Notice to Proceed (NTP). Receipt of Item No. 0004 ?????? Backflow System, shall be required no later than 30 calendar days after NTP. Receipt of Item No. 0005 ???? ?? Cooling System, shall be required no later than 120 calendar days after NTP.
