Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912P6-04-Q-0011 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect throug h Federal Acquisition Circular 01-23. The Government reserves the right to make an award on the initial quote without discussions on this procurement. Award will be made to the responsive and responsible offeror who submits the lowest aggregate price . Offerors must be able to provide the equipment in accordance with the rental periods delineated below. The NAICS code for this requirement is 532421, with a size standard of $6 Million. This acquisition is unrestricted to business size. The provisions at 52.212.1, Instructions to Offerors-Commercial applies to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. The clause 52.212-4, Contract t erms and conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions required to implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52.212-5(b) and (c) are included by reference: 5.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225.3; and 52.232-34. The contractor is required to furnish two different pieces of heavy construction equipment for use by the U.S. Army Corps of Engineers during June, Jul y, August, and September 2004. The equipment needed is a skip loader for use with a government-owned crane, and a wheeled front-end loader. This equipment will be used to move stone materials, and load stone onto barges. The stone being handled varies i n size, starting as small as stones between 1 and 100 lbs, up to and including stones as heavy as eight tons each. The skip loader will only be used for the small stone. This equipment will be used at the Chicago District Corps of Engineers Stone Dock, l ocated on the north side of the mouth of the Chicago River in Calumet Harbor. PURPOSE: This equipment will enable the Corps of Engineers to efficiently load approximately 22,000 tons of stone for transport. This stone will be used to repair breakwater navigation structures. RENTAL PERIOD: The rental period required varies with each piece of equipment. The requirements are as follows: Grapple: June 16, 2003 through September 28, 2004 (12 weeks) Loader: July 7, 2004 though September 28, 2004 (15 weeks). EQUIPMENT REQUIREMENTS: The supplier shall and maintain during the rental period the following: Skip pan Loader: 25 CY capacity, appropriate for use with a Manitowoc 3900W Series 2 crane (2-rope). This loader will be used to lift stone that is approx imately 3 INCHES to 12 INCHES in size (1 THROUGH 100 lbs), and place this material onto a barge. Front-end Loader: Wheeled type, articulated, equipped with a bucket. Appropriately-sized loader models would be a Caterpillar 980, a Komatsu Dresser WA500, or any other manufacturers models that are similar in size and capability, or larger. The loader will be used to support a crane, and will moving stones up to 8 tons in size (approximately 5-3/4 INCH dia.). The rock bucket capacity should be at least 7 CY, and include teeth. Equipment maintenance provided by the contractor includes all normal periodic maintenance typically performed during normal operation. This includes the replacement of filters, oils, coolant, hydraulic fluids, bucket teeth, etc. The end-loader shall be fully fueled at the beginning of the rental period. Thereafter, the Government will be responsible for refueling. DELIVERY REQUIREMENTS: The equipment shall be delivered to the Chicago District Corps of Engineers Stone Dock, which is located at the mouth of the Calumet River, Chicago, Illinois. The date of delivery shall be no later than July 16, 2004, at 8:00 am loc al time for both pieces of equipment. Stone Dock site access for equipment delivery will require coordination with the Chicago District Corps of Engineers Technical POC. Access to the site can be gained at East 86th Street and South Green Bay Avenue (see attachment). The rental period will begin on this day. Delivery of the rental equipment at any time after 8:00 am local time on the appropriate day for either item shall constitute a late delivery, and the contractor will be required to submit to the LA TE DELIVERY provisions specified below. The supplier will provide the means to deliver the equipment to, and remove the equipment from, the COE Stone Dock in Calumet Harbor as part this rental agreement without further compensation LATE DELIVERY: If the equipment is delivered at any time after date listed above in paragraph 3 - DELIVERY REQUIREMENTS, the contractor will have the contract amount reduced on a pro-rated basis for the number of days late. In addition, the contractor wil l be charged for liquidated damages in the amount of $400./day for each day after the specified delivery date and time that either piece of equipment is delivered late to the COE Stone Dock. Delivery of the equipment after 8:00 am local time on any specif ic day shall be considered as if the barge was delivered on time for the following day, and all applicable contract penalties shall apply.
