Description

The U.S. Fish and Wildlife Service intends to issue an award to the University of Louisiana for water quality monitoring and modeling within the A. R. Marshall Loxahatchee National Wildlife Refuge, which is impacted by altered hydrology, impingement of high-conductivity canal water into the interior marsh, and elevated concentrations of nutrients, particularly phosphorus. A PRIORITY FOR THE REFUGE IS TO BETTER UNDERSTAND AND MINIMIZE THESE IMPACTS. This project will build upon the understanding and experience of previous modeling studies to implement a working model that will address refuge needs. This project will not develop new computer modeling programs, but will utilize available computer programs. The modeling team will maintain communication and collaboration with the SFWMD Interagency Modeling Center, as well as with other DOI teams monitoring and modeling in the Everglades. Phase 1 of the study will collect and organize the information needed to support model implementation, and Phase 2 will perform the model implementation and application. The University of Louisiana intends to cost share this study through reduction in their indirect costs. THIS NOTICE IS NEITHER A REQUEST FOR QUOTATION NOR A SOLICITATION OF OFFERS. A determination not to compete this proposed contract has been made Pursuant to 41 U.S.C. 253(c)(1), as implemented by 6.302-1(b)(1)(i), this requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304.
