Description
The Naval Surface Warfare Center Panama City, Panama City FL intends to issue a sole source contract to BAE Systems Inc, 450 Pulaski Road, Greenlawn NY 11740-1606 for four each AN/VRC-99B? radios, BAE part number 1051054G-4. The radios will be used in the testing and deployment of the AN/WLD-1(V)1 Remote Minehunting System. The AN/VRC-99B? radio is used as part of the communications subsystem used to control the Remote Minehunting Vehicle (RMV). It is part of the Line-of-Sight (LOS) link hardware that is used to control the RMV at ranges of up to 14 nautical miles. This acquisition is unsuitable for full and open competition for the following reasons. The AV/VRC-99B? radio as manufactured by BAE Systems is an integral part of the RMS DLS subsystem and is uniquely capable of operating with the existing hardware and software already designed into the system. Specific commands for r emote, automatic operation of the radio are incorporated into the existing system, requiring the identical radio for plug-and-play operation. Other features that are required for RMS operations include: Embedded encryption approved for SECRET level data transmission, operation in the 1.7 ? 2.0 GHz radio frequency band used by the military, data rates up to 3.15 Mbps, and automatic network established of at least three radios. There are no other radio currently built that have such features and can operate with RMS off-the-shelf. Use of any other vendor would result in substantial duplication of cost to the Government that, given the limited number being acquired, would not be recovered through competition. Therefore, BAE Systems is uniquely qualified to provide the radios. Delivery would be to the Naval Support Activity ?
