Description
INTRODUCTION: The Fleet and Industrial Supply Center, San Diego (FISCSD) is seeking commercial sources capable of providing television and high-speed Internet services to at least 9 locations within the San Diego metropolitan area. The facilities to be served include, but may not be limited to, U.S. Navy and Marine Corps facilities at 1) Naval Amphibious Base (includes Silver Strand Housing), 2) 32nd St. Naval Station San Diego, 3) Anti-Submarine Warfare Center, 4) Marine Corps Recruit Depot, 5) Naval Medical Center San Diego, 6) CNRSW Broadway Complex, 7) Point Loma Navy Complex, 8) Naval Air Station North Island, and 9) Marine Corps Air Station Miramar. BACKGROUND: Currently, the Government is receiving cable service under a franchise agreement serving approximately 6,000 total subscribers, which is set to expire. The existing cable service provides an estimated 60 b asic channels, and 10 premium channels. The Navy and Marine Corps seek a cost-effective commercial solution for the installation and servicing of cable television and related unofficial services. The proposed system/service can be provided via any medium (i.e. cable, satellite, etc.), depending on the contractor?s best technical solution for satisfying the requirements. This is a sources sought synopsis. If FISCSD solicits for this requirement, the solicitation will be available to interested parties via the Navy Electronic Commerce Online (NECO) Web Site http://www.neco.navy.mil The following description is provided to assist Respondents in determining their interest in providing the requested services. In the event a franchise is eventually awarded, it is anticipated that the period of performance would be ten years. REQUIREMENTS: Interested vendors should be capable of meeting the following technical requirements: (1) delivering local network channels to be viewed in digital/cable quality; (2) marketing and providing various channels into ?tiered? programming packages; (3) modifying services to meet changing Government needs, such as amending channel packages to provide DOD specific channels in limited locations; (4) fulfilling service orders in a timely manner (i.e. local technical representative must be available to meet installation and maintenance requirements); (5) offering a variety of service and billing categories for residential, dormitory, hotel type, and other official applications, in order to track and meet Government billing and connectivity requirements; (6) providing on demand, pay-per-view programming, and other interactive technology in limited locations; and (7) maintaining and operating a ful ly compliant, reliable cable or satellite infrastructure. Providers will be required to provide all infrastructure, personnel, tools, services, supplies, materials, supervision, equipment, and other items or services necessary to construct, install, operate, and maintain cable television or satellite systems at the above listed locations. The provider will be responsible for all operational costs including construction and equipment. The cable systems shall service all residential locations on the noted facilities, and other base locations designated by the Contracting Officer. The contractor shall provide a basic tier of services. The contractor shall also provide: public access channels, educational access channels, governmental access channels, as well as provide the ability to retransmit locally broadcasted television signals and other appropriate services. Providers a re encouraged to offer a tier of digital programming, unofficial high speed Internet, and unofficial telephone services at some locations. A basic tier of service shall be offered to all subscribers at a set rate. A discounted rate for this same basic tier is desired for visiting quarters and other ?hotel cable service? situations where a high volume of constantly activated outlets are billed under a single account. Providers may be required to provide and charge subscribers for premium, incrementally tiered, elective viewing of movies, sports, etc. VENDOR INFO TO BE PROVIDED: All qualified sources may submit a Technical Capability/Information Package of no more than 3 pages. In addition, contractors that are interested in subcontracting opportunities should also submit a Technical Capability/Information Package and specify what functions they are interested in and capable of performing. This information will be used to develop any subcontracting goals. All responses shall: 1) adequately demonstrate technical capabilities to meet the anticipated requirements as described above; 2) identify any issues/concerns/problems with the government requirements identified herein and recommend commercially available solutions; 3) clearly state which location or combination of locations the provider is interested in serving; and 4) demonstrate satisfactory past performance of the same or similar services within the last five years. Suggestions for alternatives to the current cable approach described above are encouraged. This Sources Sought Synopsis is issued for informational planning purposes only and does not constitute a solicitation, a synopsis of a solicitation, or a commitment on the Government to later publish a solicitation or award a franchise or contract based on the information received. The government shall not reimburse the costs of preparing or submitting a response to this notice. Any proprietary information being submitted should be clearly marked as such.
