NAICS Code: 562910 THIS IS AMENDMENT 0002 TO THE COMBINED SYNOPSIS/SOLICITATION (RFQ-RT-04-00278) FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-04-00278, and the solicitation is being issued as a full and open competition Request for Quotation (RFQ). Your quote shall include cost, past performance references, experience in similar work, a Plan as addressed in the Evaluation Criteria, and a completed Representations and Certifications found at FAR 52.212-3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-22. The associated North American Industry Classification System (NAICS) Code 562910 which has a size standard of 500 employees to qualify as a small business, is applicable. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. STATEMENT OF WORK: The U.S. Environmental Protection Agency is seeking the services of a company experienced in the cleaning of chilled water coils. The EPA laboratory located at Research Triangle Park has 29 Laboratory Air Handling Units (AHU). Each AHU contains 6 chilled water coils (approximately 60" W x 32"H x 18"D, 8 rows). The office portion of the facility has 9 AHU's. Each office AHU has a single coiling coil (YORKCOIL, type BDW approximately 57.5"H x 90"L, 8 rows, 10 fins per inch. The coils are composed of copper tubes and aluminum fins. Mineral deposits foul the surface of the tubes and the fins. These deposits are thought to be sodium chloride. COIL DRAWINGS: Drawings are located on the RTP Procurement Operations Division website at http://www.epa.gov/oam/rtp_cmd/ WAGE DETERMINATION The Department of Labor Wage Determination No.94-2401, Rev. No. 27 dated 09/16/03 is incorporated into this solicitation and will be made a part of the resultant purchase order. This Wage Determination can be found on the RTP Procurement Operations Division website at http://www.epa.gov/oam/rtp_cmd/ PERIOD OF PERFORMANCE: The period of performance for the resultant purchase order will be approximately 45 days from date of award of the purchase order. EVALUATION CRITERIA: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Experience: Demonstrated experience in the cleaning of chilled water coils of a size and magnitude similar to the work required by this solicitation. Past Performance: Provide three references for which work similar in size and magnitude has been done. Plan: Offerors are required to submit a written plan for cleaning of the coils. The plan shall include procedures, products, personnel, and quality assurance measures to be employed during performance of work. The plan must also include MSDS for all chemicals and products to be used in the cleaning process. PLACE OF PERFORMANCE: Work shall be performed on the chilled water coils located at US EPA Main Campus, 109 TW Alexander Drive, Research Triangle Park, NC 27711.
