- NAICS Code: 541380 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-04-00301, and the solicitation is being issued as a full and open competition Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-22. The associated North American Industry Classification System (NAICS) Code 541380, which has a size standard of $6.0 million to qualify as a small business, is applicable. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is for the analysis of up to 250 water samples for dissolved and particulate nutrients (complete list shown in Table 1 at EPA Website http://www.epa.gov/oam/rtp_cmd) in accordance with protocols used for the past analyses in this study that have been developed for use for EPA Region IV Water Quality Monitoring Program for the Florida Keys National Marine Sanctuary Water Quality Protection Program. The analyses performed by the Contractor must be totally comparable to past analyte measurements used to authenticate comparable results between the years. This requires the Contractor to use the same data quality, detection standards, and analytical methods as specified below. The period of performance will be from date of award through December 30, 2004. EPA will provide the minimum of 150 samples at the time of award. Two (2) batches of 50 samples each may be provided for analysis at the option of the government. This option may be exercised at the discretion of the government. The Contractor shall submit a copy of their Quality Assurance/Quality Control Plan and proof of quality standards to the EPA prior to analyzing samples. These protocols shall be the same standards as those described in Table 1 and the paragraph below Table 1 entitled, Modifications to Standard Protocols. The Contractor must use the same procedures and protocols; have the same MDL's; and adhere to the same Data Quality Standards as stated in this Statement of Work. The contractor shall agree to allow a QA audit of laboratory and data entry procedures by an authorized agent of the EPA at any time (with advance notice). Samples will be collected by EPA scientists. The Contractor shall receive samples shipments shipped on dry ice. The Contractor will be notified by telephone or email at least two days prior to shipment of the samples to the Contractor. Each sample consists of 60 ml seawater frozen in an HDPE Nalgene container and several filters containing given volumes of sample. Sub- samples for both organic and inorganic analyses will be taken from the same containers. The successful Contractor shall have demonstrated experience in the analysis of these analytes (listed in Table 1) in marine oligotrophic environments, and shall employ methods that meet the required method detection limits listed in Table1. Results shall be reported in an electronic format (MS Excel). A copy of the cover letter which accompanies the results shall be sent to the EPA Project Officer. The Contractor shall also provide a hard-copy output of data files (i.e. spreadsheets) for the purpose of quality assurance. A written report detailing the methods used and the results of QA measures shall also be provided by the Contractor. Any laboratory notes discussing problems encountered must be included as an Appendix to the Report. Original records, such as laboratory notebooks and chromatograms, shall be retained for at least three years following final report submission as they may be requested by EPA. The contractor shall provide EPA with a price on a per sample basis for Contract Line Item Number (CLIN) One: The Contractor shall perform chemical analyses on up to a maximum of 250 water samples. The analytes of interest and method detection limit requirements are listed in Table 1. Note that MDL calculations follow EPA's "Definition and Procedure for the Determination of the Method Detection Limit-Revision 1.11", 40 CFR Part 136, Appendix B. A Quality Assurance/Quality Control (QA/QC) program shall be in place at the Contractor's laboratory, and shall address, at a minimum, the following topics: accuracy and precision; calibration; detection limits; physical processing of samples; analytical methods utilized; QA/QC samples, including all acceptability criteria; and data reporting. Routine analysis, i.e. on a per batch basis, of Certified Reference Materials (CRMs) is required. Results for the samples shall be reported to the EPA Project Officer no later than 90 days after individual shipments have been received. The following FAR provisions apply to this solicitation: 52-212-1, Instructions to Offerors?Commercial Items; 52.212-2, Evaluation--Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: I. TECHNICAL CRITERIA: 1.) Demonstrated capability, with at least 1 year of experience, in analyzing seawater samples for dissolved and particulate nutrients at the detection limits identified in Table 1 of the Statement of Work (SOW). 2.) Demonstrated ability to analyze 250 seawater samples identical to, or similar in difficulty, and prepare a data report within a 90-day period. 3.) Demonstrated ability to meet the required method detection limits (Table 1 of SOW) and provide applicable reference material results. Prior to award, seawater samples with known concentrations of dissolved and particulate nutrients will be provided by EPA for analysis. 4.) Provide copy of Data Quality and relevant Quality Assurance/Quality Control protocols for handling and analyzing the analytes in seawater at detection limits identified in Table 1. The analytical protocols must equal those used by the Water Quality Protection Program Monitoring, EPA, Table 1 of SOW and the paragraph below Table 1 entitled, Modifications to Standard Protocols. II. Past Performance - Submit a list of 3 "customers" who have submitted seawater samples for nutrient analysis within the past 2 years. Include specific individuals to contact and their phone numbers. Past performance will be evaluated as follows: (1) quality of product or service, (2) timeliness of performance and (3) customer satisfaction. III. Price. The Evaluation Criteria (Technical, past performance, and price) are listed in descending order of importance. Technical capability and past performance when combined are significantly more important than price. Award will be made to the offeror whose offer represents the best value to the Government price and other factors considered. As offers become more equal in their technical merit, the evaluated price becomes more important. NOTE: The Technical Proposal shall be formatted to address each of the technical criteria in the same order as above. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items and the following additional FAR clauses which are cited in Clause 52.212-5: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52-232-34, Payment by Electronic Funds Transfer; 52.222-41, Service Contract Act of 1965, As Amended. Any applicable wage determination(s) will be made a part of the resultant purchase order. The completed Representations and Certifications should be included with the price proposal.
