Description
The National Science Foundation’s (NSF), has a requirement for a Program Evaluation of the Math and Science Partnership (MSP) Program. The evaluation is expected to provide evidence of the effects of the MSP on the mathematics and science teacher workforce and on K-12 student achievement in mathematics and science and other outcomes. The evaluation will need to identify factors or attributes that have accelerated or constrained progress in achieving program goals. The evaluation design will need to identify interventions or suites of interventions, and the context in which they were implemented that led to improved student outcomes. NSF is particularly interested in the analysis of the role of disciplinary faculty in achieving the goals of the projects and program. The evaluation design will also need to collect, analyze, and interpret data on all components of the program as described in the program solicitations. NSF anticipates awarding a three-year base contract with options to extend the contract up to five years. The RFP is expected to be available on or about May 17, 2004. Full and open competition is solicited under North American Industry Classification System (NAICS) Code 611710 “Educational Support Services.” The solicitation is being issued on an unrestricted basis and will include an SDB Price Evaluation Adjustment clause and an evaluation factor for SDB participation.
