Description
The Federal Bureau of Prisons , Federal Correctional Institution in Pekin, Illinois has prepared a combined synopisis/solicitation for commercial items in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This is a combined SYNOPSIS/SOLICITATION for the acquisition of the following items: 1. 6 Volt, Lead Acid Battery for UPS Standby Application, Quantity of 135 each. 2. 12 Volt, Lead Acid Battery for UPS Standby Application, Quantity of 102 each. These items will be delivered to the Federal Correctional Institution, 2600 South 2nd Street, Pekin, Illinois 61554. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) 41103-010-4. This will be a firm fixed price contract. The North American Industry Classification System code for this solicitation is 335999. This solicitation is unrestricted. The Government intends to make a single award with firm fixed prices. Award will be made to the responsible/responsive bidder who submits the most advantageous offer to the Government based on price. The RFQ incorporates the following provisions and clauses that are in effect through Federal Acquisition Circular 2001-22. FAR Clause 52.212-1 Instructions to Offerors–Commercial Items (JULY 2003), subsection (a), (b), (f), (g), and (j) applies. Clause 52.212-3 Offeror Representations and Certifications-Commercial Items (JUN 2003), Clause 52.212-4 Contract Terms and Conditions–Commercial Items (FEB 2002), Clause 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders–Commercial Items (JUN 2003), subsection (b)1,3,7,10,13-19 and 30 applies. Clause 52.212-4 Commercial Items-Central Contractor Registration (OCT 2003). The full text provision or clause may be accessed electronically at www.arnet.gov/far. GENERAL REQUIREMENTS: 1. 6 volt, 200 Amp Hr Lead Acid battery for UPS standby power applications, Quantity of 135 each. 2. 12 volt, 80 Amp Hr Lead Acid battery for UPS standby power applications, Quantity of 102 each. Note: Batteries are for battery inverters. Can be more amp hours but not less. Float voltage of 2.25-2.75 V.P.L. Batteries to be sealed and maintenance free with 10 yr. design life. These are the minimum requirements acceptable. Offers may exceed the minimum requirements. Offers that do not at least meet the minimum specifications will not be acceptable. May reference C&D Technologies UPS6-620 and UPS12-310 for general cross reference purposes. Quoted items do not have to exactly match the C&D specs as long as they meet the minimum requirements listed above. Contractor will be required to accept and remove current batteries of the same type and quantity. Batteries will be made available for removal at institution warehouse loading dock. Prices to be F.O.B. Destination (delivered). SPECIAL CONTRACT CONDITIONS/REQUIREMENTS. All potential offerors are advised that this solicitation includes the Central Contractor Registration (CCR) clause. This clause requires all contractors doing business with the Federal Government after September 30, 2003, to be registered in the CCR database. Offerors should include their Data Universal Numbering System (DUNS) number in their offers. The Contracting Officer will verify registration in the CCR database prior to award by entering the potential awardee’s DUNS number into the CCR database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award. All responsible sources capable of providing the required equipment may submit a quotation for consideration. All contractor quotes shall be submitted to the address listed no later than May 18, 2004 at 4:00 pm central standard time. All quotes shall be clearly marked with RFQ 41103-010-4. All vendors are hereby notified that if your quote is not received by the date/time and location specified in this notice, it will not be considered. This solicitation is distributed solely through the General Service Administration’s Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All future information concerning the acquisition, including solicitation amendments, will be distributed solely through the website. Interest parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition.
